Summary

Facility administrator's designee. Monitors the functional operation of the Robert N. Barnes Regional Juvenile Facility, including the buildings, vehicles, equipment, property, and the resident population.

The employee must exercise considerable judgment to adapt and apply the guidelines to specific situations as needed. The work requires knowledge of the policies, procedures, and regulations of resident care and treatment programs, and supervisory techniques, personnel, policies, and procedures. The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed.

Essential Duties and Responsibilities

Include the following. Other duties may be assigned.

Serves as team leader/staff supervisor for the Shift Supervisors and Case Managers; performs as a role model for both staff and residents.

Identifies staff development and training needs, generates and updates facility training, provides staff training, and maintains training hours for staff certifications.

Introduces new employees to the institution's vision and mission statement, plans and conducts staff meetings, leadership and management development.

Responsible for staff scheduling and ensures appropriate staff to resident coverage is maintained.

Develops, implements, and oversees daily activities, program schedules, and housekeeping schedules.

Conducts graduations and special ceremonies.

Interviews individuals, reviews their physical and mental health; makes appropriate referrals to qualified personnel.

Ensures that incident and medical reports are written and distributed by end of shift.

Explains placement conditions to residents; conducts and ensures intakes on all residents.

Assesses resident's risks and needs through one-on-one contact.

Responds to crisis situation and provides crisis control/counseling as needed.

Provides one-on-one guidance as well as group counseling.

Coordinates, schedules, and teaches classes on Life Skills and job readiness.

Teaches and enforces facility rules and regulations.

Promotes and supports safety awareness, enforces safety procedures, and submits work orders.

Maintains records, prepares, and submits reports, and composes correspondence relative to work.

Evaluates performance of individuals, coaches, mentors, and administers discipline, as appropriate.

Acts as liaison with other agencies and with employers; speaks to outside groups about the Robert N. Barnes Regional Juvenile Facility program and conducts facility tours.

Assists and updates policies and procedures in accordance with the Texas Juvenile Justice Department standards.

Manages the communication radios and key controls system which includes maintaining a key and radio log system and key cabinet.

Conducts and documents unannounced visits on night and dayshifts on a monthly basis.

Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the facility.

Is on call 24 hours a day, seven days a week.

Organizational Relationships

The Assistant Supervisor reports to the Facility Administrator-Residential-Post Adjudication.

Supervisory Responsibilities

He or she assigns, and reviews work of, completes performance reviews of, and makes recommendations for personnel actions on the direct care staff (Case Managers, Shift Supervisors and Juvenile Supervision Officers).

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily to include strong interpersonal written and verbal communication skills, ability to work and interact respectfully within a diverse and inclusive environment, demonstrate leadership and supervisory abilities. Education and/or Experience

Incumbent must be 21 years of age. Minimum requirements: Bachelor's degree from an accredited college or university preferably in criminology, corrections, counseling, law, social work, psychology, sociology, cultural anthropology, business management, public administration, or education; plus two years of experience in full-time casework, counseling, or community or group work in social service, educational, community, corrections, or juvenile agency that deals with offenders or disadvantage persons. Internship/volunteer work may be considered as experience where the duties are those of a probation officer and intern/volunteer is supervised by a probation officer.

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities, may be considered for current Nueces County employees only.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations

Certification as a Juvenile Supervision Officer and as a Juvenile Probation Officer with the Texas Juvenile Justice Department (TJJD) within six months of employment. Dual certification is required. Bachelor's degree is required to be a Certified Juvenile Probation Officer.

A valid Texas driver's license and appropriate liability insurance. Must obtain a Defensive Driving Certificate within 6 months of employment.

Must obtain certification in CPR, Red Cross First Aid and complete approved restraint training (Handle with Care) within 30 days of employment. (Training for these certifications, with the exception of the motor vehicle operator's license, will be provided by the Department upon employment.)
