Salary : $72,717.72 - $83,625.38 Annually Location : Goose Creek, SC 29445 Job Type: Full Time Job Number: 01621 Department: BCWS Laboratory Opening Date: 08/12/2025 Closing Date: Continuous Job Summary and Essential Functions This position typically provides oversight for the operation and maintenance of the BCWS laboratory to include the industrial pretreatment program, collection, testing and analysis of samples, maintenance of the required record keeping system and maintenance of S.C.D.E.S. laboratory certification. ESSENTIAL JOB FUNCTIONS:
  • Oversees the operation of the Laboratory.
  • Supervises and coordinates the activities of laboratory personnel in the daily collection and analysis of water, wastewater and associated by-products.
  • Performs continuous analysis of wastewater to comply with permit requirements.
  • Prepares and submits necessary reports to appropriate regulatory agencies.
  • Maintains sufficient quality control procedures to protect the integrity of the testing program.
  • Coordinates the scheduling of sample collection and analysis.
  • Completes necessary forms.
  • Supervises and trains employees.
  • Assigns work and monitors workflow.
  • Enters and exits manholes and other confined spaces for obtaining samples.
  • Communicates effectively with customers and regulatory agencies.
  • Inspects facilities which generate commercial wastes for compliance to appropriate regulations including the review of records and field sampling.
  • Issues notices of violations and compliance schedules for gaining compliance.
  • Manages the industrial pretreatment program and works with industries to help resolve non-compliance issues.
  • Initiates pretreatment enforcement actions, penalty assessments and permit/user fee assessments.
  • Assists in the development of local limits for industrial pollutants.
  • Prepares reports and maintains records.
  • Performs field sampling for pollutants, interprets results and prepares reports based on sample results.
  • Performs annual industrial surveys to identify new sources of commercial waste.
  • Performs other duties as assigned.
Minimum Requirements to Perform Work
  • Bachelor's degree in Biological Science or related field;
  • Five (5) years of experience;
  • Or equivalent education, and/or experience.
Special Requirements:
  • Certification in water and wastewater desired with thorough knowledge of EPA, SCDES and OSHA regulations;
  • Must have and maintain a valid driver's license for South Carolina with safe driving record;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
Knowledge, Skills and Abilities:
  • Knowledge of biological and chemical laboratory operations.
  • Knowledge of Microsoft Windows including Word, Excel, and Outlook.
  • Ability to display excellent oral, written and presentation skills.
  • Ability to follow complex oral and written instructions.
  • Ability to manage departmental budget.
Physical Demands This position requires the employee to reach with hands and arms; stand; walk; use hands to handle, feel or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity; and talk and hear. The employee must frequently lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Work Conditions The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Thirty-seven and one half (37.5) hours per week. Normal working hours are between Monday through Friday from 7:00 am until 3:00 pm with the ability to work after hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
