The Coordinator plays a pivotal role in the smooth execution of building projects, acting as a central point of contact and ensuring that all aspects of the project, from initial planning to construction and closeout, are aligned and on track. Under general direction, the Coordinator is responsible for coordinating and facilitating the review and approval of all actions associated with building and development projects within the city. This position ensures compliance with the local and state zoning and building regulations. Acts as a liaison with developers, contractors, internal departments, and external agencies to ensure efficient and effective development processes and support cross-departmental collaboration. The role plays a key part in guiding residential, commercial, and official development projects through municipal approvals, including but not limited to reviewing and approving permit applications, in a timely and efficient manner.PRIMARY ESSENTIAL JOB FUNCTIONS and RESPSONSIBILITIES:Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. - Develop and provide a cooperative professional relationship and provide courteous service to developers, contractors, homeowners, and the general public.
- Serve as the primary point of contact for developers, realtors, builders, property owners, architects, engineers, surveyors, contractors, internal departmental staff, and all Development Services customers throughout the permitting and building inspection process and for development-related inquiries.
- Provide guidance and support to applicants through the building permit process, site plan approvals, and development charges; offer clear information on submission requirements, timelines, and municipal standards.
- Act as a facilitator to assist developers in moving projects through the various development review processes including internal and external agency circulation for development applications; assist in interpreting and applying relevant building codes, zoning by-laws and development standards; ensure building applications and development projects comply with municipal requirements.
- Review and verify the completeness of building permit applications and development proposals for compliance with applicable codes, zoning regulations, and municipal standards.
- Track progress of permit applications, development approvals and conditions of approval, and follow up with internal stakeholders to maintain timelines.
- Support the issuance of permits in accordance with city building and zoning codes and ordinances.
- Monitor project timelines and support the scheduling of inspections as required.
- Ensure development proposals comply with applicable laws, including zoning by-laws, site plans agreements, and other municipal requirements.
- Support enforcement efforts by investigating and reporting non-compliance with building regulations or agreements.
- Coordinate pre-consultation meetings with applicants, planners, engineers, and other relevant departments.
- Work collaboratively with developers, builders, contractors, and property owners to gain consensus on complex development and permitting issues and develop alternative solutions to unique development and permitting issues and procedural obstacles.
- Maintain accurate records, reports, and correspondence relating to development projects.
- Responsible for the administration of ordinances in the reviewing of applications for compliance with applicable codes, zoning regulations, and municipal standards.
- Track and monitor permit applications, development submittals and approvals, timelines, and conditions of approval; guide internal reviewers, and respond to customer inquiries regarding the status of projects.
- Participate in Development Review Committee meeting with developers and internal staff.
- Collaborate with Planning, Engineering, Public Works, Bastrop Power & Light, Water and Wastewater, and Fire departments to address and ensure a coordinated approach to development-related issues, review and approval.
- Prepare correspondence, reports and presentations for City Council, city executive staff, external agencies, and public meetings as required.
- Make presentations to boards, commissions, City Council, community events, and other public meetings.
- Update department calendar, ensure quorum of Planning and Zoning Commission meetings, advertise public hearings, and send certified letters to residents as required by statute.
- Ensure records, reports, and documentation are complete, accurate, and maintained according to municipal policies and applicable legislation.
- Oversee administrative support and coordinate case management services related to the development process, including but not limited to supervision of application intake and submittal distribution activities; implementation of customer service initiatives; and pre- development and pre-construction meeting administration.
- Assist supervisors in multiple departments in monitoring, evaluating, and ensuring work quality, responsiveness, efficiency and effectiveness of administrative support and plan/plat review services, service delivery methods and procedures, and performance reporting.
- Provide administrative support for and may supervise processes related to development and license agreements, subdivision plat coordination, plat performance and maintenance security, collection of inspection, roadway impact, stormwater, connection, and parkland dedication in-leu of fees, warranty inspections, inspection scheduling, and plat recordation.
- Draft, finalize, and update Standard Operating Procedures, Customer Bulletins, code interpretations, and establishment of standardized comments/deficiency letters.
- May assist with special assignments/projects including, but not limited to, ADA Coordination, Floodplain Administration, CRS Program, etc.
- Train plan reviewers and front-line personnel.
- Make recommendations for continuous improvements.
- Research, interpret, and explain local ordinances and state statutes.
- Attend public hearings and meetings as assigned or required.
- Perform other duties and fulfills responsibilities as assigned or required.
Other Duties
- General work schedule is 8:00 a.m. - 5:00 p.m. Work outside of the general schedule may be required at times for meetings, special events, or emergency situations.
- Regular and consistent attendance for the assigned work hours is essential; leave scheduled should be managed so as to not interfere with ability to accomplish tasks, including special projects and assignments with deadlines.
- This is an in-office position.
MINIMUM QUALIFICATIONSEducation and Experience:• Bachelor's degree in Urban Planning, Architecture, Civil Engineering, Construction Management, Geography, Business Administration, or related field.• Minimum of three (3) years increasingly responsible experience in development services, planning, construction management, project management, or civil engineering, or related preferably in a public sector environment. • Or, an equivalent combination of education and experience.Required Licenses or Certifications:Must possess a valid Texas Driver's License, with an acceptable driving record throughout employment.Required Knowledge of:• Local government or other public organization, operations, policies, and procedures.• Principles and practices of community and land development, subdivision platting, zoning, housing, and environmental stewardship.• Federal, State, and local laws, rules and regulations pertaining to land development.• Residential and Commercial Building Codes• Principles of, and state laws associated with, digital record keeping and records management.• Microsoft Office Suite • Familiar with and knowledge of technology to be readily adaptable to government software.Required Skill In:• Communicating professionally and effectively, both orally and in writing, to individuals and groups at all levels within and outside the organization; utilizing correct grammar, composition, spelling, punctuation, and vocabulary. • Managing multiple projects.• Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.• Analyzing processes and making recommendations for improvements; ability to implement those improvements.• Assessing and prioritizing multiple tasks, projects and demands.• Interpreting and applying federal and state rules and regulations, city policies and procedures, and department standards and protocols.• Reading and interpreting plans, plats, site plans, maps, and other related documents.• Collecting, tabulating, organizing, evaluating, analyzing, and presenting data and information.• Establishing and maintaining cooperative working relationships with coworkers, elected and appointed officials, representatives from other local, State, and Federal agencies, businesses, and the general public.• Applied critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals or groups.• Operating a personal computer utilizing a variety of modern software.Physical Demands / Work Environment:• Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.• Field work may be required outdoors in all weather conditions to observe site conditions and construction.• May be required to work immediately before, during or after an emergency or disaster.• NOTE: This position is designated safety and/or security sensitive.
