Subject Matter Expert – Fisheries & Seafood Supply Chain Management

@Orchard is supporting a critical new contract with the Oceanic and Atmospheric Administration's (NOAA) Marine Fisheries Service (NMFS). We are seeking a Subject Matter Expert to provide in-depth analysis for the Office of International Affairs, Trade, and Commerce (IATC).

This role is central to strengthening the Seafood Import Monitoring Program (SIMP), a key federal initiative designed to detect and deter illegal, unreported, and unregulated (IUU) fishing and misrepresentation of seafood products entering the United States. You will have a direct impact on ensuring the legality and transparency of the seafood supply chain, contributing to global marine conservation and fair trade.

This is a unique opportunity for a professional with a background in fisheries science, trade compliance, or international environmental policy to contribute directly to U.S. enforcement priorities. The work is fully remote and highly collaborative, involving regular virtual meetings and data sharing with federal partners and technical teams.

Key Responsibilities

As the Subject Matter Expert, you will analyze harvest, landing, and trade data to map seafood supply chains, assess risks, and identify trends impacting U.S. seafood imports.

Your primary responsibilities will include:

• Collaborating with NMFS/IATC stakeholders to review and understand SIMP data, project goals, and available resources.
• Mapping complex international seafood supply chains from the point of harvest to the U.S. port of entry.
• Analyzing and documenting fisheries regulations, harvest legality, and operational data for key source fisheries around the globe.
• Developing and applying a risk assessment framework to evaluate the potential for IUU fishing, forced labor, and seafood fraud within specific supply chains.
• Analyzing trade flow data to identify trends, patterns, and the market impacts of various import restrictions and regulations.
• Supporting the development of a centralized repository for international fisheries regulations.
• Preparing detailed reports and data visualizations that communicate findings to both technical and non-technical audiences.

Required Education & Experience

• Education: A Bachelor's degree in Marine Science, Fisheries Science, Environmental Policy, Natural Resource Management, or a closely related field.
• Fisheries & Supply Chain Experience: Demonstrable education or professional work experience in Natural Resource Management, with a specific focus on fisheries, IUU fishing, and seafood supply chains.
• Legal & Policy Knowledge: Foundational education or work experience related to natural resource law and policy.
• Data Analysis Proficiency: Demonstrated experience and proficiency with databases and data analysis, specifically with tools such as Google BigQuery, Microsoft Excel, and R.
• Data Visualization: Proven experience creating compelling data visualizations from analysis using platforms like Looker, R Studio (e.g., ggplot2), or similar products.

Qualifications

• An advanced degree (Master's or Ph.D.) in a relevant field is highly desirable.
• Professional proficiency in at least one widely spoken non-English (e.g., Spanish, Mandarin, Japanese, Russian).
