CTR Group is seeking a Purchasing Manager for a Municipal Government Office in the Anaheim, CA, area.

A 3-Month Contract Position

PAY RANGE: $61.80 - $92.70 per Hour plus Benefits.

SUMMARY:

  • The Purchasing Manager will direct, manage, supervise, and coordinate the activities and operations of the Purchasing Division within the Finance Department.
  • This will include procurement, warehouse, inventory control, reprographics, mail services, purchasing card program, and the disposition of surplus, obsolete, and scrap materials.
  • The goal is to provide cost-effective, quality goods and services required for the operation of all the departments and programs.
  • Coordinate assigned activities with other divisions, departments, and outside agencies.
  • Provide highly responsible and complex administrative support to the Finance Director.

REQUIREMENTS:

  • Bachelor's degree from an accredited college or university with major course work in Purchasing, Materials Management, Accounting, Business Administration, Public Administration, or a related field.
  • Six years of increasingly responsible purchasing experience including two years of administrative and supervisory responsibility supplemented by an equivalent combination of experience and education sufficient to perform the essential job functions.

  • Knowledge of operational characteristics, services, and activities of a purchasing program.

  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.

  • Familiarity with modern and complex principles and practices of program development and administration, purchasing theory, principles, and practices and their application to a wide variety of municipal services.

  • Familiarity with owned electric and water utility operations.

  • Knowledge of current market conditions and sources of supply; methods of cost recovery, asset control and production forecasting.

  • Knowledge of commodity markets, marketing practices, and commodity pricing methods; methods and practices used in competitive bidding

  • Knowledge of principles and practices of municipal budget preparation and administration.

  • Knowledge of principles of supervision, training, and performance evaluation.

  • Familiarity with pertinent federal, state and local laws, codes, and regulations including those governing hazardous waste disposal.

  • Ability to oversee and participate in the management of a comprehensive purchasing program.

  • Must possess a valid driver's license.
  • Possession of a Certified Purchasing Manager or Certified Public Purchasing Officer certificate is desirable.
