Modern Technology Solutions, Inc. (MTSI) is seeking a Test Engineer - Sr. Principal in Hawaii, HI.The Test Engineer will support PEO C3BM - ABMS - Advanced Battle Management Systems customer. The organization is responsible for capability development and planning. The Test Engineer will work with internal and external stakeholders to plan, execute, assess, and document Developmental Testing (DT) and Operational Testing (OT) of tactical command and control (C2) systems. This position will be co-located with the customer at WPAFB, OH, with the majority of work performed in the customer workspace. Some travel (up to 20%) is expected.Responsibilities include:
  • Standup Integrated Test Team (ITT) Charter for developing and managing T&E Strategy, Test and Evaluation Master Plan (TEMP), and other documentation, forming subgroups, and identifying T&E resource requirements.
  • Assist in developing the T&E Strategy integrating policy, program requirements, cost estimates, evaluation framework, and schedule to meet program goals.
  • Coordinate planning, management, and oversight of DT/OT activities, including oversight of Contractor and Participating Test Organization (PTO) T&E activities.
  • Document test activities, write test reports, analyze test data, and recommend actions to the Lead Engineer and leadership.
  • Support hardware-in-the-loop (HIL) and software-in-the-loop (SIL) testing in digital environments, and live fire testing (LFT) in operational environments.
  • Establish trusted relationships with customers, vendors, and stakeholders.
  • Coordinate with internal and external organizations to achieve goals.
  • Must have excellent verbal and written communication skills.
  • Knowledge of government policies, directives, standards, and security-related industry standards is highly desired.
  • Specialized knowledge in tactical sensors, missile defense effectors, tactical data link networks, sensor/effector integration, or aircraft systems is preferred.
  • Familiarity with the Air Force Life Cycle Management Center's framework, directives, and policies.
Qualifications:
  • Minimum 15 years of engineering experience focusing on developmental or operational testing.
  • Knowledge of DoD T&E policies, practices, and procedures.
  • Experience in writing/translating test documents such as TEMP, DT/OT plans.
  • Experience with ACAT I/II acquisition programs is highly desirable.
  • Familiarity with military communication systems, DoD standards, and regulations.
  • Ability to work in a dynamic, agile environment, managing multiple projects.
  • Excellent communication skills, capable of translating client needs into technical specifications.
  • Proven ability to independently execute, lead, and complete tasks, driving projects to closure.
Education Requirements:
  • B.S. degree in an engineering or technical discipline.
  • Master's degree in engineering or a technical discipline is highly desirable.
