Job Description

This position is for the Public Works Department. Under general supervision, performs a variety of administrative functions in support of the Public Works Department.

Typical Duties Performed

These examples do not include all the duties which may be assigned:

  • Provides complex administrative support in the day-to-day operations of the assigned department.
  • Creates and proofreads a variety of letters, reports, forms, statistical data, and general correspondence.
  • Prepares purchase orders in the finance system, processes invoices for payment, and maintains department records.
  • Assists with general oversight of the department's Accela customer service database. Responds to internal and external customers, and coordinates with managers and field staff to provide a high level of customer service.
  • Assists with contract-related document preparation and processing.
  • Performs a variety of functions related to Encroachment Permit processing and record-keeping.
  • Performs a variety of functions related to City Property damage and vandalism reports.
  • Assists in tracking budget and expenditures.
  • Sorts, routes, and distributes incoming mail; prepares outgoing mail; accepts packages; and coordinates returns.
  • Provides a high level of customer service by effectively dealing with the public, vendors, contractors, and staff at the public counter.
  • Answers telephones for the department and provides accurate feedback for Public Works requests; screens calls, takes messages, and directs callers appropriately.
  • Assists in special projects as assigned by the department director or his/her designee.
  • Adheres to City and departmental policies and procedures; performs related work duties as assigned.
Minimum Qualifications

Knowledge of: Computer skills including a working knowledge of Microsoft Word, Excel, Outlook, and standard database and finance systems. Customer services experience and skills. Correct business English, including vocabulary, spelling, grammar, and punctuation. Filing and record keeping techniques and practices. Contract administration experience is preferred. Modern office administrative practices and use of standard office equipment. Ability to: Handle sensitive and confidential documents. Type at a minimum rate of net 40 words per minute. Demonstrate proficiency in the use of Microsoft Word, Excel, Outlook, and standard database and finance systems. Utilize quality customer service skills and techniques. Communicate clearly and concisely and elicit information accurately. Operate a telephone system, properly direct calls, and prioritize multiple inquiries. Exercise professionalism, confidentiality, good judgment, courtesy, and tact when interacting with contractors, consultants, vendors, staff, various agencies, and the public. Demonstrate a professional appearance as a representative of the administrative office.

Experience: Two years of clerical or administrative experience supporting a division or department.

Education: Graduation from high school or the equivalent is required.

License or Certificate: Possession of a valid California Class C driver license is required. A valid typing certificate.

Note: A valid typing certificate should be (1) within the last 6 months of the job posting date, (2) with a minimum skill of 40 net words per minute taken on a 5-minute typing speed test, and (3) issued by an employment or school agency with contact information for verification purposes.

Physical Demands and Environmental Setting: Duties are generally performed indoors, in a stationary position with continued use of telephone, computer, and other office equipment. Typically involves interacting with a diverse group of people, including face-to-face contact and in-person verbal interaction. While performing the duties of this position, an employee may regularly stand and sit; talk or hear both in person and on the telephone. The employee may be constantly interrupted with the flow of multiple inquiries.

Supplemental Information

Appointments are normally made at the first step of the salary range. Consideration and approval for a salary higher than the first step is done on a case-by-case basis.

Candidates who do not pass any portion of the above processes will be disqualified and removed from proceeding in the selection process.

Appointments are normally made at the first step of a five step salary range. One year of City service is required to advance to the next pay step in the salary range.
