This is an integrated contract development and manufacturing organization (CDMO) in the BioPharma industry offering specialized drug substances processing.
Group Info: Be part of the Engineering and Maintenance group with 40 technical people. This role will report to the VP of Engineering at the same location and support local sites in the Seattle, WA area
Note 1: This person will have 5 reports – 3 Project Engineers, 1 Reliability + 1 Compliance Engineer
Note 2: The right person needs experience managing new Construction Projects worth $20 Million or above for Facility, Manufacturing equipment, Utility systems along with knowledge about construction related codes and permits.
Job Summary:
The Director of Project Engineering (CAPEX) will lead our site-wide capital planning, budgeting, and project execution efforts from our Headquarters in Washington state.
The individual will drive the annual and long-term capital plans, oversee complex, multimillion-dollar projects, and lead both internal and external engineering and construction teams. As a key member of the Site Engineering Leadership Team, you will play a pivotal role in ensuring all capital projects are delivered safely, compliantly, on time, and on budget, while advancing the strategic goals of the organization.
You will build and evolve the project engineering function by implementing effective systems, establishing KPIs, and growing leadership capability across your team.
Job Description:
50% - Hands-on Project Management experience
25% - Engineering Dept. Management
25% - Manufacturing site support as SME and Supplier vendor visits
Conduct engineering assessments, develop cost estimates and design requirements, and manage capital construction projects ranging up to $20MM or more.
Ensure the delivery of engineering and construction services to manufacturing operations, laboratories, offices, and warehouses. Daily, hands-on interaction with contractors and vendors in the field is a core responsibility.
Collaborate with plant management, stakeholders, and corporate teams to define project scope, process design, capital and expense estimates, contractor/vendor selection, equipment specifications, purchasing, and execution timelines.
Apply and enforce construction standards across all project phases to ensure compliance and consistency.
Lead project teams comprised of employees and contractors to meet project goals while managing multiple initiatives in a fast-paced environment.
Monitor and report project schedule and budget performance. Proficiency in Microsoft Project and cost control tools is essential.
Establish and manage project budgets, track commitments and actual expenses, and oversee all aspects of project closure.
Partner with plant leadership to support development of the annual capital budget and long-range capital planning.
Promote effective communication, employee development, goal setting, performance evaluation, and continuous improvement in a High-Performance Work System (HPWS) environment.
Develop and manage the operating budget for the Project Engineering Department.
Coordinate equipment selection, layout, and design of manufacturing systems to ensure efficiency, reliability, and regulatory compliance.
Build strong partnerships with internal operational teams and external suppliers to optimize the use of human capital, equipment, and processes in support of production goals.
Lead and own safety programs to ensure compliance with federal, state, and company requirements for personnel and contractors.
Develop cost estimates for labor, materials, and contractor services; review, evaluate, and coordinate bid selection and project completion.
Interpret specifications, blueprints, and job orders to support construction planning and execution.
