Position SummaryJob SummaryThe Department of Metropolitan Development (DMD) seeks a Senior Project Manager for the Division of Homeless Policy, Planning, and Housing Production who will be responsible for supporting the Policy Director for Homelessness in developing processes and policies to improve the quality and performance of the City of Indianapolis' (City) efforts to implement the Indianapolis Community Plan to End Homelessness. The Senior Project Manager will support the implementation of the Indianapolis Community Plan to End Homelessness, working closely with community stakeholders to plan and execute action steps in accordance with established target dates. As part of DMD's Division of Homeless Policy, Planning, and Housing Development the Senior Project Manager for Homelessness will exercise a wide degree of independent judgment in conducting policy analysis, managing s strategic initiatives, managing the city's relationships with the Indianapolis Continuum of Care, speaking on DMD's behalf in collaborative work with the Office of Public Health and Safety, other governmental entities, the business community, and community homeless assistance organizations. In addition to the work with the Indianapolis Continuum of Care, the Senior Project Manager will manage the roll out and ongoing operation of the Housing to Recovery Fund (HTR Fund). The position will also work with the Coalition for Homeless Intervention and Prevention to manage the implementation of the plan across the various lines of work. Simultaneously, the Senior Project Manager will assist with analyzing system gaps and planning for implementation of new strategies to further system improvement. In addition, the Senior Project Manager will assist the Policy Director develop a strategic investment plan for strengthening the homeless response in Indianapolis. The Project Manager will also work with DMD's Community Investments team to support their efforts administering a variety of federal, state, and local resources to develop and sustain housing in the DMD supportive housing pipeline. In addition, the Senior Project Manager will work with the Policy Director to develop a master leasing strategy to rapidly bring on supportive housing units to reduce unhoused persons living unsheltered.   • Working with HTR Fund Planning Committee, manage the HTR Fund and provide stakeholders with data driven feedback to improve the efficacy of the fund.
  • Prepare internal and external documents, presentations, and other communication related to the City of Indianapolis' work to develop a Pay for Success model to provide supportive housing for frequent users of emergency health systems and the criminal justice system.
  • Review and analyze project-level and system-level data and prepare related reports.
  • Support the Indianapolis Community Plan to End Homelessness, implementing strategies to make homelessness rare, brief, and non-recurring.
  • Map, operationalize and track strategies outlined in The Indianapolis Community Plan to End Homelessness assigned to the City.
  • Work with the appropriate City agencies and the Coalition for Homeless Intervention and Prevention to develop and track metrics to measure outputs and outcomes.
  • Work with the Indianapolis Housing Agency to prioritize Housing Choice Vouchers and Project Based Vouchers to meet the rental assistance needs of projects in the supportive housing pipeline.
  • Work with teams completing the Indiana Supportive Housing Institute plan to develop capital financing and service delivery funding. Work will also focus on the development of property management strategies using a housing first model.
  • Identify opportunities and strategies for supportive housing development using the existing portfolio of affordable housing.
  • Work closely and build relationships with the network of community stakeholders engaged in efforts to prevent and end homelessness in the CIty.
  • Encourage collaboration between government and non-government agencies.
  • Engage in other projects related to housing or homelessness as assigned by the Policy Director for Homelessness, the DMD Director, or the DMD Deputy Director.
  • Realign priorities/work when time-sensitive projects arise.
