The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Regulation Division as an IT System Administrator Senior Specialist. The IT System Administrator Senior Specialist position is the subject matter expert for the statewide Forest Practices Information Technology team. This position provides GIS/IT technical systems administration, technical project management, leadership, and staff supervision to fulfill the IT regulatory responsibilities of the statewide Forest Practices program. This position supervises the day-to-day activities of the Forest Practices Information Technology Section, which comprises six entry- and journey-level IT professionals spanning multiple IT families. The incumbent serves as the SME for the statewide Forest Practices program and oversees the FPIT team, responsible for planning and coordinating the installation, testing, operation, troubleshooting and maintenance of changes and/or additions to the statewide Forest Practices Application and Review permit database system, the Water Type Application system and the Enforcement Tracking System, Enterprise Javascipt GIS tools as well as many mobile systems utilized by field staff. This position serves as the statewide continuity of operations contact for all Forest Practices information systems, necessary to meet the requirements of WAC 76.09.050 (5). This responsibility requires close coordination throughout the statewide authorizing environment to resolve statewide network interoperability issues, including coding and script development to ensure that legally required system stakeholder communication occurs on time. This position has the responsibility of independently scoping, designing, developing, and managing desktop, web, and mobile-based IT systems as well as code-base repositories, geospatial databases, schemas, data management systems, data analysis/analytics tools, and desktop and web-based data reporting systems used by the statewide Forest Practices program. Duties Responsibilities

  • Actively participates in internal and external planning meetings, providing leadership amongst peers at the statewide level, and as a subject matter expert, advises leadership on IT systems used by the division to support the strategic development of the division.
  • Regularly monitors and evaluates current system components and takes necessary steps to keep the information system reliably available and functioning.
  • Designs and architects the solutions to ensure the long-term technical sustainability and ease-of-maintenance of the statewide Forest Practices information systems.
  • Manages program-wide (or division-wide) system migrations and conversions and works with ITD to establish testing and training of updated software before implementation.
  • Integrates hardware and software components within the system's environment.
  • Manages systems resources, including performance, capacity, availability, serviceability, and recoverability.
  • Manages accounts, network rights, and access to systems and equipment.
  • Plans and schedules the installation of new or modified hardware and operating systems, and application software. (Depending on the circumstance, this may be done in collaboration with the IT Division.)
  • Provides expert advice, research, and recommends changes to, or new system components to more effectively and efficiently implement the FP program.
  • Implements changes to existing systems needed because of new agency systems, such as one Washington or new FP systems, such as fponline.
  • Evaluates the potential impacts of new technology and or approaches on the existing system components.
  • Applies and manages IT resources/capacity effectively to meet clients business needs on an individual basis as necessary.
  • This position is the first point of contact for Division employees regarding IT issues on associated systems, new or upgraded functions, updates, and user access.
  • Troubleshoots systems' availability in the event of and in anticipation of problems.
  • Provides guidance, recommendations, and/or resolution of IT customer issues, working with their direct reports or the IT Division as necessary to resolve complex technical issues.
  • Works to resolve customer complaints that cannot be resolved by the FP IT team members.
  • Ensures communication is quickly conveyed to ITD for the resolution of system issues impeding FPD business in order to meet customer needs and statute or rule requirements.
  • Analyzes and assesses industry direction and agency progression into new technological directions, analyzes the new technology capabilities, and how that may be applied to the organization.
  • Continuously researches, evaluates, and recommends new technology in the fields of natural resources, GIS, database management, and programming.
  • Manages and timely responds to information requests from the Division Manager, the Forest Practices Board, or other DNR senior leadership.
Qualifications Required Qualifications:
  • A Bachelor of Science degree in Information Technology, Computer Science, or other closely related field, AND seven (7) years of relevant IT professional experience; OR a combination of education and/or experience equivalent.
  • Experience successfully completing Complex IT projects, or IT project Management for IT systems, applications, and databases. Including: Enterprise data management AND Software development.
  • Experience supervising IT professionals.
  • Experience with Software as a Service (SaaS) system in the context of a medium to large organization.
  • Experience administering or developing GIS software and database components.

Special Requirements and Conditions of Employment:
  • The position's assigned duty station is the DNR main Office in Olympia. About 90 percent of the work is conducted in the office, and 5-10 % of the time will be spent traveling statewide for meetings and field tours. No contact with hazardous chemicals.
  • The position requires travel about 5-10 % of the time for field visits and to attend meetings.
Desired Qualifications:
  • Experience in the business domain of Forestry, Natural Resources Management, or a closely related field.
  • Completion of a certificate or other program in project management (e.g., Scrum Master, Product Owner, PMP).
