HUMAN RESOURCES GENERALIST

Central California Irrigation District located in the Los Banos area is seeking a Human Resources Generalist. Successful applicants will work in the Main Office under direct supervision of the General Manger to ensure human resource (HR) processes and safety requirements meet legal compliance with company guidelines, employment laws, policies and practices. The pay range is $90,000 to $125,000 annually. Starting pay is commensurate with experience. HUMAN RESOURCES GENERALIST

Definition: Under the direction of the General Manager, the Human Resources Generalist is responsible for planning and coordinating recruitment, screening, and onboarding of all positions; ensuring compliance with state minimum qualifications and applicable legal requirements; providing information and assistance to employees, applicants, and the public regarding personnel functions, policies, and procedures; preparing and maintaining personnel files, records, and reports; processing personnel requisitions and action forms; and lead the District's safety program.

Examples of Duties: (1) Plan and coordinate recruitment, screening, and processing of new classified, certificated, and administrative personnel according to established procedures; (2) arrange pre-employment, onboarding, and offboarding processes, including new hire orientations and forwarding employee information to payroll and other departments; (3) analyze transcripts for required degrees and coursework, track salary changes, and maintain accurate records for step increases, leaves, and tenure; (4) update employee work schedules, and maintain automated personnel records while ensuring confidentiality and accuracy (5) lead effort to develop assess safety risks and develop policies consistent with OSHA and other local regulations; (6) maintain safety records and ensure compliance with safety laws, regulations and industry standards.

Knowledge of: Principles and practices of human resources management, including recruitment, screening, and onboarding processes; applicable laws, codes, regulations, and policies related to classified and certificated personnel; state minimum qualifications for employees; record-keeping and report preparation techniques; modern office procedures and document management protocols; operation of computers and HR software systems; and interpersonal communication techniques, including telephone etiquette and customer service.

Ability To: Plan, coordinate, and perform complex technical duties in recruitment and personnel management with minimal supervision; ensure compliance with state and district regulations; analyze and maintain accurate personnel records; interpret and explain HR policies and procedures; maintain confidentiality of sensitive information; compose correspondence independently; establish cooperative working relationships with employees and external agencies; meet schedules despite frequent interruptions; operate computers and HR software proficiently; and perform clerical tasks requiring dexterity, such as typing and filing.

License: Possession of an appropriate California Driver's license issued by the State Department of Motor Vehicles is preferred.

Employment Experience: Associate degree in business, human resources, or a related field, supplemented by coursework in human resources; two years of increasingly responsible clerical or human resources experience; Certification as PHR or SHRM is desired.
