Project Manager III – PRD#20250730-439

Location: New York, NY – 50% Onsite
Mandatory Qualifications:
- Level III - More than seven (7) years of experience working on complex projects with at least 2 years in a leadership role as a Project Manager.
- Minimum 12 years' experience as a PMO Project Manager supporting Health and Human Services Eligibility systems, including domains such as Medicaid, Public Assistance, SNAP, HEAP, or ChildCare. Proven experience in data conversion, data modeling, legacy systems, ETL teams, and data quality validation.
Desirable Qualifications:
- Managing a program budget of at least $100 million.
- At least seven years managing resource-loaded project schedules using Microsoft Project and Project Online, including VBA scripting, with understanding of data governance, privacy, and compliance standards.
- Five years' experience with Agile development and technical projects.
- Bachelor's degree in Business, Computer Science, Engineering, or a related field.
- Experience collaborating with technical teams, data analysts, and integration partners, and leading technical discussions.
- Current PMP or equivalent project management certification from PMI.
Duties/Responsibilities:
Seeking a technical PM with domain knowledge of IES. Reporting to the IES Project Management Office led by the IES Project Management Lead, daily activities include:
- Providing leadership and oversight to other IES project managers, executing the overall mission and vision of the IES program.
- Defining and managing project scope, schedule, and budget; managing variances and providing mitigation strategies.
- Identifying, assessing, and mitigating project risks.
- Following established change control processes.
- Managing all phases of the system development life cycle, including requirements, design, development, testing, deployment, and training.
- Overseeing project risks, issues, communication, decisions, actions, and interdependencies.
- Managing resources in a matrix organization and collaborating on resource allocation.
- Leading project groups within the IES Program and facilitating stakeholder meetings.
- Collaborating with stakeholders to ensure clarity of objectives and roles.
- Overseeing vendor implementations, scope adherence, resource management, and progress reporting.
- Providing regular project status reports to leadership and governance bodies.
- Performing other duties as assigned.
Note: This position is located in NYC with a requirement of 50% onsite presence per ITS Telecommute Policy, and occasional travel to Albany (~10%).
