Principal Duties As theProgram Manager you will:
- Encourage and motivate a team to efficiently provide high quality customer service.
- Manage and oversee the following:
- The State's Travel & Expense Reporting (T&E) system, SAP Concur.
- The Purchasing Card program for all participating entities.
- The State Travel Program, including the contracted travel agency.
- Serve as system administrator for the SAP Concur T&E System. This will include overseeing user access management, system changes, and evaluation and improvement of internal controls; and will require a foundational understanding of the system, and the ability to train new users on various functions.
- Assist with/troubleshoot system issues and coordinate with personnel from various workgroups within Department of Government Operations.
- Manage relationships with key State agency finance and travel personnel.
- Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines, etc.
- Consider the relative costs and benefits of potential actions to choose the most appropriate one.
- Adopt and maintain statewide policies related to travel and p-card programs.
- Implement and facilitate a statewide training program for users of the T&E system.
- Assist in establishing rates to effectively cover costs of the programs.
- Develop how the system should work and how changes in conditions, operations, and the environment will affect outcomes.
Minimum Qualifications The best qualified candidate for this position will have:
- A solid understanding of State Finance statewide accounting policies and procedures or a similar environment with similar roles.
- Experience with system implementation, administration, and training.
- System Acumen: Basic to intermediate understanding of how integrated systems function, including data flow, user roles, and system configuration principles. Ability to troubleshoot basic system-related issues and understand the impact of changes.
- Experience with Travel & Expense Systems: A minimum of 1 year of experience utilizing a travel and expense management system (e.g., SAP Concur, Workday Expenses, Chrome River, etc.) in an administrative, user support, or analyst capacity
Preferred Qualifications
- SAP Concur advanced configuration training.
- Five years of experience managing a travel program as system administrator.
- Experience implementing an ERP travel or payroll system for medium to large organizations.
- Experience with internal audit and policy administration.
- Advanced system acumen: Ability to act as a tier 3 help desk SME and provide resolution on complex Concur issues with little to no input from leadership.
