Brighter, Stronger Foundation is seeking an experienced and mission-driven Program Manager to lead our Home and Community-Based Autism & Related Services team.

BSF is a leading outpatient behavioral health provider offering community and clinic-based services for youth with autism and mental health needs. Our mission is to promote independence, resilience, and wellness through high-quality, client-centered care.

Position Overview:

As a key member of the BSF leadership team, the Program Manager plays a critical role in ensuring effective service delivery, team performance, and program compliance. This role oversees the daily operations of our Autism & Related Services program-including clinical, administrative, and strategic functions-and directly contributes to the success of our clients, families, and staff.

Key Responsibilities:Program & Operations Management
  • Oversee daily operations including staffing, transportation, facilities, and program logistics
  • Ensure consistent delivery of high-quality client services across all locations
  • Facilitate stakeholder engagement and community partnerships to drive program growth
  • Serve as a member of BSF's Emergency Response Team and participate in 24/7 on-call rotation
  • Provide weekly onsite support at program service locations
Staff Leadership & Performance Management
  • Supervise and support multidisciplinary staff through coaching, training, and performance management
  • Assign responsibilities and monitor performance to ensure compliance and quality standards
  • Implement progressive discipline when necessary, ensuring staff accountability
  • Conduct weekly service utilization reviews and manage documentation compliance
  • Create a positive, empowering work environment that reflects BSF's mission and values
  • Serve as a mentor and trainer to grow staff in clinical, leadership, and client-centered care
Recruitment & Workforce Development
  • Interview, select, and onboard new staff in collaboration with HR and supervisors
  • Partner with BSF's Internship/Volunteer program to enhance workforce development
  • Lead or support staff training for internal teams, community partners, and stakeholders
Compliance & Continuous Improvement
  • Ensure program compliance with COMAR, CARF, and internal policies
  • Analyze data, monitor outcomes, and implement workflow improvements
  • Step in to fulfill responsibilities of key direct reports when needed to ensure operational continuity
  • Support cross-departmental needs during emergencies or critical staffing gaps

Requirements:

EDUCATION AND EXPERIENCE AND NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

Qualifications:
  • Bachelor's or Master's degree in Social Work, Psychology, Education, Human Services, or a related field
  • 3+ years of experience in program management or clinical leadership, preferably in autism or behavioral health services
  • Demonstrated experience managing teams and driving performance in a fast-paced setting
  • Strong working knowledge of Maryland COMAR regulations and CARF standards
  • Exceptional communication, leadership, and organizational skills
  • Ability to balance strategic thinking with hands-on program involvement
  • Comfortable with data analysis, performance metrics, and EMR/HRIS systems
