Salary: $105,861.00 Annually Location : Nashville, TN Job Type: Full-Time Civil Service Job Number: 252301E Department: Office of Homeless Services Opening Date: 08/05/2025 Closing Date: 8/12/2025 11:59 PM Central Position Description The Contract Administrator is a civil service position that plays a critical role in supporting the Office of Homeless Services (OHS) by identifying, securing, and managing grant funding essential to building and sustaining a comprehensive Housing Crisis Resolution System in Nashville-Davidson County. Under the supervision of the Assistant Director or Director, the Contract Administrator works closely with OHS staff and community partners to prepare compelling grant applications, maintain compliance with grant requirements, and track funding outcomes. This position ensures that OHS has the resources necessary to lead and coordinate effective responses to homelessness and to strengthen services and housing solutions throughout the community. The Office of Homeless Services is dedicated to improving efforts to end homelessness by harnessing local data to shape program and system design using a systems thinking approach. Typical Duties
  • Draft, review, and revise grant agreements, professional services contracts, memorandum of understanding (MOUs), and amendments in collaboration with Metro Legal.
  • Ensure all contract language complies with Metro Legal requirements, funding regulations, and applicable procurement guidelines.
  • Monitor contract execution, deliverables, performance timelines, and renewal dates.
  • Assist in the development and submission of grant applications, including assembling required documentation and budgets.
  • Attend Metro Council Public Health & Safety and Finance Committee meetings monthly to represent OHS programs and funding interests.
  • Monitor grant compliance and reporting requirements for federal (e.g., HUD), state, and local grants.
  • Track funding allocations and assist in financial oversight.
  • Coordinate subrecipient monitoring activities to ensure alignment with grant terms and conditions.
  • Work closely with Metro Legal on contract interpretation, risk management, and resolution of legal issues.
  • Participate in community evaluations and planning processes to identify resource gaps and assist the Continuum of Care (CoC) with setting priorities.
  • Collaborate with community providers, MDHA, and other stakeholders to advance strategic housing and homelessness solutions.
  • Contribute to special projects and tasks assigned by the Assistant Director or leadership team.

Minimum Qualifications Bachelor's Degree in Public Administration, Legal Studies, Business Administration, or a related field and six (6) years of professional grants or contracts administration experience, including two (2) years of supervisory or management experience in grants and/or contract administration. No Substitution. Candidates with accreditations earned in a foreign institute are encouraged to apply. Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.   • Experience working with HUD programs and homeless service providers
  • Grants or contracts administration, preferably in a government or nonprofit setting
  • Demonstrated experience drafting, editing, and managing legal documents and contracts
