Incumbents in this position will coordinate with the City of St. Louis Metropolitan Police Department's IT Team to maintain and test databases for accuracy and functionality. Duties include developing, maintaining and evaluating operational systems; identifying needs, redundancies and inefficiencies; designing, re-engineering and automating processes to resolve critical problems and improve the delivery of City services.

Essential Functions and Responsibilities:

● Provide technical functions in performing life cycle program design.

● Act as a user liaison to programmers in all phases of the design process, as well as support of applications.

● Analyze user requests and recommend technical solutions consistent with the Department's mission and “business rules”.

● Assist in the design and development of databases required for new systems.

● Use various IS tools such as Excel, Access, Word, Project Management, Visio, Power Point to develop system designs, provide analysis functions, and provide user presentations.

● Prepare and implement system test plans.

● Ensure issues, defects, and enhancements are identified, tracked, and resolved in a timely manner.

● Make direct contacts outside of the Department for the purpose of performing system and information studies.

● Participate in organized staff/group meetings.

● Generate application requirements matrices and work with the programmer to develop and test applications.

● Provide written solutions-based analysis of system and/or application changes and coordinate controlled production changes.

● Assist in designing, developing and supporting mission-critical applications.

● Ensure compliance with the Criminal Justice Information Security (CJIS) policy.

● Work with criminal justice agencies to secure the completeness and accuracy of all Criminal Justice Information (CJI).

● Optimize the flow of Criminal Justice Information (CJI) between criminal justice agencies for efficiency and mandated reporting to State and Federal oversight agencies.

● Actively seek opportunities to improve internal processes supporting administration of life-cycle management.

● Participate in ongoing efforts to create and solidify a team environment among co-workers.

● Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.

● Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a personal computer, calculator, fax machine and/or related materials used in performing essential functions.

● Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as status reports, purchase requisitions, security plans, technical manuals, ordinances and non-routine correspondence.

● Mathematical Aptitude: Requires the ability to perform basic to advanced algebraic and geometric operations.

● Functional Reasoning: Requires the ability to apply principles of influence systems such as leading, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

● Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

● Environmental Factors: Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.

● Physical Requirements: Requires the ability to lift, carry, push, and pull moderately heavy objects and materials, twenty (20) to fifty (50) pounds, such as moving personal computers for installation. Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving some combination of stooping, kneeling or crouching to perform hardware installation.

● Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as evaluating software.

Qualifications

A Bachelor's degree in Information Technology, Computer Science, Mathematics or a related field; plus two years of experience working with databases or data analysis software and testing systems on a regular basis to ensure accuracy and functionality. Experience must include working knowledge of SQL, SPSS, ArcGIS, and and/or statistical data analysis. OR an equivalent combination of education, training and experience.

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
