Procurement Manager IThe Department of Administration's Office of Procurement & Contracts is seeking a Procurement Manager I to help drive Procurement Processes for Division of Enterprise Applications (DEA), Division of Information Security (DIS), and Office of Information Technology Services (OTIS). This very integral position will assist with all aspects of IT Procurement to ensure effective purchasing efficiencies. You will be responsible for all areas of IT Procurement within our organization with a lasered focus on Division of Information Security purchases and renewals. You will serve as a subject matter expert in identifying and mitigating potential risk for the divisions, as well as leading vendor meetings and drafting solicitations. You will be able to impact our processes and ensure our compliance as it relates to SC Procurement guidelines.Responsibilities of the Procurement Manager I:
  • Provide purchasing guidance to DIS to meet compliance with state procurement rules. Assist DIS in coordinating the timely renewal of software/hardware maintenance renewals/support and purchases.
  • Provide guidance on correct procedures for obtaining quotes, management, upkeep of Sole Source documentation, obtaining and verifying funding approval, review of vendor contracts/proposals, creation of SRM Purchase Orders, records management, and goods receipt in SRM.
  • Perform complex procurement, fiscal management, supply services, auxiliary services, administrative, business management and support activities in support of OTIS, DIS and DEA.
  • Review procurement agreements to identify potential risks, and partner with legal to mitigate the risk. Draft procurement documents to include solicitations, amendments, change orders, and modifications. Oversee procurement process for agency solicitations. Point of contact for all vendor meetings to ensure procurement laws are followed.
  • Plan, implement, and coordinate special projects or programs including preparing detailed high level project reports in support of OTIS, DIS and DEA.
  • Assist with various IT asset administration duties related to the organization's hardware and software assets for OTIS, DIS, and DEA.
  • Serve as a backup for Re-billing of services, licenses, and equipment to recipient agency.
  • A bachelor's degree and experience in procurement and contracts. Equivalency can be considered for degree.
Additional Requirements:
  • Knowledge of agency policies, procedures, rules, regulations and program services.
  • Knowledge of federal and state laws, policies, procedures, and rules and regulations related to the specific administrative/management function.
  • Ability to interpret and apply laws, regulations, policies and procedures.
  • Knowledge of governmental fiscal and personnel procedures, practices and policies.
  • Knowledge of modern office practices, procedures, and equipment.
  • Ability to coordinate diverse administrative/management functions.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively.
  • Prior procurement experience with technical purchases.
