Talascend is partnering to fill a Deputy Program Manager position in Shreveport, Louisiana. This full-time, direct-hire role is based out of the program management office in Shreveport and offers a competitive compensation plan and benefits. The Deputy Program Manager will provide overall leadership and support for the delivery of the Clean Water Shreveport (CWS) and Renew Shreveport programs. Required skills include:
- Water/wastewater engineering.
- Project/program management.
- Driving tasks and projects from concept to completion.
Preferred experience includes:
- Familiarity with public utilities.
- Regulatory actions (e.g., Consent Decrees).
- Utility financial planning and budgeting.
- Presenting complex information to non-technical audiences.
Qualifications
- Bachelor's degree in Engineering, Construction Management, or a related field from an accredited program.
- Minimum of five (5) years of applicable experience.
- Ability to work collaboratively with owners, contractors, project managers, engineers, and designers to resolve issues and accomplish objectives.
- Experience with Primavera Contract Manager or similar change management software preferred.
- Capital planning and delivery experience (design and construction) preferred.
- Capable of applying broad and diversified knowledge of engineering principles and practices.
- Strong project management and strategic thinking skills.
- Planning and analytical skills, with the ability to lead and manage change positively.
- Ability to handle complex or difficult situations with tact and creativity.
- Technical leadership experience in wastewater, water supply, and stormwater preferred.
- Familiarity with CSO/SSO control regulatory programs and wet-weather overflow technologies is a plus.
- Knowledge and experience with organizational management methodologies and tools is a plus.
- Familiarity with corporate human resources policies is a plus.
Specific Areas of Responsibility:
- Provide managerial and technical direction to professional and support staff during project execution, including project controls, data management, capital project delivery, public outreach, regulatory compliance, and construction management.
- Establish project teams, coordinate activities across multiple disciplines, and ensure efficient, cost-effective utilization of staff.
- Lead program planning, budgeting, and the establishment of critical objectives.
- Manage all aspects of project communication.
- Manage for results, maximize project profitability, manage billable hours, and meet financial performance targets.
- Support and lead negotiations of compliance schedules and terms with regulatory agencies; present program issues to agencies and the public.
- Assist in developing existing and new clients.
- Establish and negotiate scope, schedule, and fees with clients and sub-consultants.
- Provide leadership, guidance, and instruction to less experienced staff; assist in recruitment, mentoring, and retention of junior staff.
- Lead internal and external project risk reviews and consult with the Risk Department as required.
- Participate in and attend industry-related conferences and/or committees.
- Develop relationships with consultants and contractors for future teaming opportunities.
- Promote and follow safety protocols on all projects.
- Local travel required.
