This technical and administrative position is responsible for the intake, processing and tracking of permit applications, permits, licenses and other aspects of the building, grading, plumbing, electric, fire and gaming functions of the department. There is a significant amount of interaction with contractors, design professionals and the general public. This position may provide direction and training to other staff. Supervision is received from the Manager of Permitting Services.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

- Delegate daily tasks to team members effectively to ensure timely completion; work with other Senior Permits Specialists and management to achieve departmental goals
- Work with Department management to improve service by developing and implementing changes to existing procedures/protocol
- Review pending and issued permits on a regular daily and weekly basis for status and provide quality control to ensure proper application, reviews and fees were processed correctly
- Void permits when applicable
- Process permits and licenses through the computerized system and provide guidance to applicants using the citizen portal.
- Create and update procedural guidelines, forms, checklists, etc. for permit applicants to improve customer service and maintain proper workflows on the Rhythm for Civics citizen portal
- Provide training and support to Permits Specialist and Administrative Coordinators in relation to daily tasks involving the use of the IPS 11 software and provide guidance on policies and procedures
- Assist in maintaining project files, surety and agreement accounts, databases, spreadsheets and project status documents
- Work with staff to improve Department's website information
- Assist with meetings and provide administrative support to the Frederick County Electrical and Plumbing Boards and at outreach meetings
- Provide administrative support to Inspectors and other County staff as needed
- Perform other related duties as required

- High school graduation or the equivalent
- Minimum 4 years of customer service work experience that must include at least 2 years of administrative work experience
- Minimum 1 year work experience processing permits
- Intermediate skills using Microsoft 365
KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of Frederick County development process, basic engineering principles, County and State codes and regulations relating to development
- Ability to effectively assign and follow-up the work of others
- Ability to effectively prepare and present staff trainings
- Ability to effectively make independent decisions, resolve differences with customers, establish priorities and complete assigned duties with minimal supervision
- Ability to develop and maintain effective working relationships with co-workers, customers, and others, including the ability to maintain a pleasant, professional demeanor while dealing with the public in a wide variety of circumstances
- Strong and effective spoken and written communication skills including the ability to clearly explain policies, procedures, and regulations
- Ability to accurately complete mathematical functions and financial record keeping
- Strong clerical skills including the ability to accurately create and maintain manual and computerized files and filing systems and to accurately complete assigned clerical tasks
PREFERENCE MAY BE GIVEN FOR:
- Associate's degree in a closely related field
- Experience working through the permit application process
- Local or municipal government work experience
