Deputy Program Manager - CDBG-DR Program

Roles & Responsibilities:

Program Support & Oversight • Support in day-to-day management of all CDBG-DR program operations. • Monitor progress against contract milestones, budgets, and deliverables across all active task orders and scopes.

Compliance & Documentation • Ensure compliance with HUD regulations, federal procurement rules, and state-specific program guidelines related to CDBG-DR. • Oversee the preparation and maintenance of required program documentation, such as: o Procurement files o Environmental reviews o Davis-Bacon compliance o Section 3 reporting o Civil rights and fair housing documentation

Proposal & RFP Management • Lead or support the development and submission of responses to RFPs or RFQs related to disaster recovery contracts. • Manage the internal proposal team (writers, estimators, compliance, legal) in line with processes such as Pink, Red, and Gold Team reviews. • Maintain and expand the proposal content library with accurate, up-to-date narratives, resumes, and past performance.

Stakeholder Engagement • Assist in developing and nurturing relationships with agency officials, funding bodies, and local partners. • Coordinate and participate in strategic meetings, outreach events, and conferences related to disaster recovery and housing.

Team Leadership & Coordination • Supervise and mentor project staff, subcontractors, and partners involved in CDBG-DR projects. • Coordinate with marketing, legal, finance, and technical teams to ensure alignment of messaging and execution. • Act as liaison with CRM administrators to ensure follow-up and documentation of stakeholder interactions and pursuits.

Reporting & Performance Tracking • Generate regular program status reports, identifying risks, issues, and corrective actions. • Track KPIs such as outreach milestones, proposal win rates, contract value, and compliance audit scores. • Support audits and monitoring visits conducted by HUD, state agencies, or third-party evaluators.

Digital Presence & Materials Development • Oversee the production of marketing and outreach materials tailored to CDBG-DR audiences. • Coordinate with marketing teams or consultants to ensure the website and social media reflect CDBG-DR capabilities and compliance track record.

Process Optimization & Transition Planning • Contribute to the development of tools and SOPs to improve efficiency and compliance. • Help create a long-term roadmap to transition from consultant-supported business development to internally-led operations.

Job Requirements: • Strong Accounting and data management skills using Excel Spreadsheet and other data management software • Excellent writing and grammar skills • Experience working or assisting with CDBG-DR programs or with federal funding sources • Familiarity with the federal regulations that govern CDBG-DR programs • Ability to monitor the websites of municipalities who have received federal funding allocations for the potential issuance of Response for Proposals (RFPs) • Must be a self-motivated individual as offsite work is possible
