SENIOR PROGRAM CONTROLS MANAGERProgram: Los Angeles Unified School District – Program Support ServicesSalary Range: $139.7K to $164.3K annual base salary plus benefitsPositions Open: Two (2)DUTIES:Manages a staff of project controls professionals responsible for program scheduling, cost control, data management and/or reporting and the project control system.Identifies best practices and coordinate the development and implementation of project controls initiatives, tools and procedures to support these best practicesHands-on, detailed analysis and validation of program and project data to ensure accuracy and reasonablenessDevelops and trains staff on program controls procedures, methodologies, and best practicesManages workload assignments for controls personnelEnsures that all agency stakeholders have been engaged and/or followed upOrganizes program and project level data to enable timely and accurate reportingAssists in the development of the Strategic Execution Plan (SEP)Interfaces with senior management to support decision making.Provides oversight to ensure management is aware of project schedule, budget and scope-related successes and/or challengesProvides oversight and analysis of job cost processes as these relate to the bond programMonitors and maintains the project budget and scope change proceduresReviews proposed project budget and scope changes for proper justification and documentationDevelops metrics and reports that aid in the improvement and efficiency of project executionTrains program controls staff and relevant staff throughout FSD on program controls policies, procedures, tools and best practicesEnsures that all operating FSD branches apply the same, consistent budget forecasting methods and project execution proceduresProvides support for internal and external auditsREQUIRED EXPERIENCE:Twelve (12) years of experience in Project Controls work, including planning, estimating, forecasting, cost control, schedule control, and project reportsTen (10) of the above experience as a Project Controls Manager in a government agency building or infrastructure engineering and construction projects, using state-of-the-art productivity and Project Control tools such as Oracle Primavera, Contract Manager, Unifier, Expedition, Timberline Gold Job Cost & Accounting System, or similar program management software.High proficiency in Microsoft Office required. High proficiency in database query tools (e.g., MS Access, TOAD for Oracle) highly preferred.REQUIRED EDUCATION:Graduation from a recognized college or university with a bachelor's degree, preferably in Engineering, Construction Management of Finance/Accounting.
