Position Overview
We are seeking an experienced and detail-oriented Proposal Manager to lead the full lifecycle of proposal development effortsfrom initial planning through submission and post-submission activities. The ideal candidate will have a deep understanding of the business development process and a strong background in coordinating cross-functional teams to deliver compliant, compelling, and timely proposals.
Key Responsibilities
- Lead the end-to-end proposal process, including planning, development, review, and submission.
- Develop and manage detailed proposal schedules and timelines.
- Assign tasks to team members and ensure timely completion of deliverables.
- Serve as the primary point of contact for proposal efforts, facilitating communication across departments.
- Prepare and deliver proposal presentations to leadership and internal stakeholders.
- Collaborate with cross-functional teams to author and implement high-quality, responsive proposals.
- Apply advanced technical and persuasive writing, editing, and publishing skills to develop complex content in a fast-paced environment.
- Drive proposal reviews (Pink, Red, Gold Team), ensuring team alignment, document readiness, and compliance.
- Ensure final proposals are professionally produced, compliant with customer requirements, and submitted on time.
- Coordinate proposal support activities, including meeting logistics, A/V and IT resources, and training on proposal procedures and tools.
- Support color team reviews by organizing meetings, managing review tools, compiling feedback, and distributing materials.
- Utilize advanced desktop publishing techniques for document formatting, graphics integration, and quality control.
- Guide subject matter experts on proposal best practices, including persuasive writing, compliance, and messaging.
- Lead proposal kickoff meetings, storyboarding sessions, writing workshops, and content reviews.
- Maintain and update the proposal content library for future use.
- Perform final document reviews and oversee production and delivery of proposal submissions.
- Demonstrate a strong commitment to company values: Integrity, Innovation, Accountability, and Teamwork.
- Act in accordance with the companys Code of Ethics and Conduct.
- Identify and report quality issues to management for resolution and prevention.
- Perform additional duties as required to support the business.
Qualifications
- Bachelors degree with a minimum of 8 years of relevant experience, or an advanced degree with at least 5 years of experience.
- Proven leadership in managing complex proposal efforts under tight deadlines.
- Must be a U.S. citizen and able to obtain a U.S. Department of Defense (DoD) security clearance.
- Occasional travel required to support pursuit efforts in various locations.
- Demonstrated ability to manage multiple proposals and priorities simultaneously in a deadline-driven environment.
