This position is responsible for the operation of equipment to rough specifications. May intermittently operate medium-duty equipment and perform various semi-skilled duties related to road construction and maintenance.ESSENTIAL JOB FUNCTIONS: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may not be required to perform all duties, and may be required to perform additional, position related tasks. Is responsible for the maintenance of unimproved County dedicated roads which requires work to be performed by operating a grader to rough specification only. Other types of equipment, such as bulldozers, front-end loaders, back hoes, scrapers, augers, water wagons, dump trucks, and vehicles with a gross vehicle weigh (GVW) of over 26,00 pounds, are utilized when required by the condition of the road maintained and in the installation and repair of scraping, scooping, rolling, or leveling on rough and rocky terrain as well as flat and rolling terrain. Operates equipment close to trees, tocks, ledges, dead and live gas/oil lines, and other obstructions. Must make necessary equipment adjustments for proper unit or the equipment. The incumbent makes daily inspections of roads in assigned area and other heavily traveled routes on own initiative. Participates in emergency operations involving snow, mud or other inclement weather conditions work, as directed.May operate a diesel truck tractor with trailer over public roads and highways to transport off-road and other equipment to and from the work sites, to and from commercial repair shops, and transports water and other liquids to and from work sites. Assures vehicles are not loaded beyond the rated capacity. Personally accomplishes or oversees the loading, lashing, and securing of cargo on the trailer. Must make necessary equipment adjustments for proper positioning and working order, making the adjustments usually without stopping the power unit or the equipment.When assigned to road construction projects, the incumbent is required to break ground for new construction and grade to rough specifications.When assigned responsibility for the maintenance of County dedicated roads, operates a grader to rough specifications only. Other types of equipment such as bulldozers, front-end loaders, backhoes, scrapers, augers, etc., are utilized when required by the condition of the road maintained and in the installation and repair of bridges, culverts and cattleguards. The incumbent makes daily inspections of roads in assigned areas and recommends areas to be worked on to the supervisor. Responsible for snow removal of school bus and other heavily traveled routes on own initiative. Participates in emergency operation involving snow or mud, as directed.Is responsible for performing minor repairs, preventive maintenance and servicing of equipment assigned in accordance with established maintenance schedules. Maintains records of repairs and services performed. Notifies supervisor when major repairs are necessary.Miscellaneous duties frequently include one or more of the following duties: performs rough carpenter, welder, or laborer work in the installation or repair of culverts and cattleguards, installing or repairing fences, pouring concrete operating stationary equipment such as jackhammers, airhammers, small compressors, water pumps, etc., operates small tractor for vegetation control; patches asphalt surfaces; performs minor maintenance and general housekeeping duties around warehouses, storage areas, offices, and shops, etc.Performs other duties as assigned.SUPERVISORY CONTROLS: This position is under the general supervision of the Roads Maintenance Supervisor who makes assignments, provides instruction and guidelines, sets priorities and time schedules. Day-to-day road maintenance work is performed without direct, on-site supervision. Work is performed under the day-to-day direction of the supervisor. Reports to supervisor any major problems requiring assistance. Work is subject to spot check during progress and upon completion for compliance with instructions and workmanship.GUIDELINES: Guidelines include oral and written instructions, equipment operating and repair manuals, maintenance schedules, safety rules and regulations. Construction operations involve instructions regarding required specifications for properly banked curves, slopes and shoulders, compaction, and drainage features. Guidelines are generally specific and directly applicable to the work.WORKING CONDITIONS: The majority of the work is performed inside the cabs of equipment, which are generally enclosed and have heating and air conditioning units. Other work is performed outside in all kinds of weather, including severe weather conditions. The incumbent drives in all types of traffic and weather and is exposed to the possibility of serious injury due to accidents or vehicle jackknifing. Incumbent is exposed to noise, vibration, dust, dirt, grease, chemicals, and fumes from motor and exhaust. The operation of larger and more complicated equipment increases the possibility of exposure to danger from tipping or overturning the vehicle, especially when working steep banks and side slopes. The incumbent must be constantly alert to the presence of workers in the immediate vicinity and to the proximity or high voltage power lines and to grade stakes. The incumbent is subject to the possibility of burns, bruises, cuts, scrapes, and broken bones. MINIMUM QUALIFICATIONS:High School Diploma or GED Equivalent An equivalent combination of education, training, and experience equal to one (1) year operating medium to heavy duty equipment and/or ability to perform listed or related job functions.PREFERRED QUALIFICATIONS Class A CDL LicenseDemonstrated ability to operate a motor grader, and two or more other units of heavy equipment, including attachments.Experience working in a county/local government environment.Experience working independently in remote locations. OTHER REQUIREMENTS:The incumbent of this position must comply with established policies, procedures, directives, and safety guidelines of McKinley County and the Roads Department. Must utilize protective clothing and devices such as gloves, hard hats, safety glasses/goggles, safety shoes, ear plugs or muffs. Coveralls are used when applying chemicals to road surfaces.CERTIFICATION OR LICENSING:Must possess a valid Driver's License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver's License within six (6) months of hire date.The ability to obtain a valid Class A New Mexico Commercial Driver's License (CDL-A) within one (1) year of hire date. Must be insurable for liability purposes.KNOWLEDGES, SKILLS, & ABILITIES:Knowledge of proper method to load the vehicle, to arrange the load so the heavier part of the equipment being transported is placed properly, and to secure the load to prevent shifting, swaying, or falling off the vehicle.Knowledge of the safety rules and regulations and other posted rules for moving vehicles/heavy equipment.Skill in the operation of a motor grader to grade to rough specifications on difficult terrain.Skill adjusting attachments while unit is in motion.Thorough knowledge of surface conditions is required because subsurface frequently changes in hilly terrain or weather conditions may alter the soil composition which may require a change of attachments or an alternate approach to meet changing conditions.Skill in the operation of a variety of construction equipment, such as front-end loaders, bulldozers, backhoe, pick-up trucks, dump trucks, water wagon, rollers, compactors, etc., and ability to handle different sets of controls and attachments.Ability to read and write the English language sufficiently to comprehend traffic signs, gauges, written instructions, maintenance schedules, repair manuals, and safety rules, and to maintain written repair and service records on equipment.Knowledge of and ability to follow safety rules and regulations.Ability to perform minor repairs, preventive maintenance and servicing on equipment assigned, utilizing appropriate hand tools.PHYSICAL DEMANDS:Medium to heavy physical effort is required.Medium physical effort is used by the operator in constantly reaching, bending, turning and moving hands, arms, feet and legs to handle different sets of controls in the operation of the equipment and attachments.Medium physical effort is used to frequently climb in and out of equipment cabs at a height of six to seven feet.Medium physical effort is used to occasionally lift, push, pull and carry objects weighing up to 30 pounds. Objects are lifted from ground to shoulder level.Heavy physical effort is used to occasionally lift, pull, push, and carry objects such as equipment tire chains weighing up to 65 pounds. Objects are lifted from ground to waist level.Heavy physical effort is used to occasionally lift, pull, push, and carry objects, such as tires or cutting blades, weighing up to 100 pounds with the assistance of another worker.
