A vacancy exists in the Bureau of Clinical Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below. Examples of Duties

Under general supervision, the Human Services Associate is an experienced team member with a minimum of one year experience working on the Administrative Care Coordination team and provides education to clients with complex needs regarding their Medicaid benefits; works with clients to assess client needs and provide referrals to appropriate managed care organizations, providers, community programs and resources; acts as a connecting resource to assist clients with receiving services, medications and/or referrals; documents activities in VHN and tracking spreadsheets for state and county reporting and, attends and participates in meetings and trainings. The Human Services Associate is responsible for processing complex referrals received from Managed Care Organizations and community partners, assists in training new staff members, completes outreach to Healthcare Providers to address Maryland Prenatal Risk Assessment questions and supports the ACCU Supervisor with data duties. Examples of essential duties include:

  • Provides information, referrals, and assistant to Medicaid clients, family members and professionals
  • Enters client information for reports into the eMedicaid database.
  • Completes client referrals for various health department and MCO programs and forwards referrals
  • Responds to inquiries on Medicaid benefits from community members in person and telephonically.
  • Maintains expertise in the field of Medicaid Information and Referral, and Options Counseling
  • Assist in the operations of other Medicaid recipients needs including Healthcare Provider outreach, community outreach events, and updating ACCU materials.
  • Triages walk-in and telephone same day situations with clients and refer to the appropriate resources.
Qualifications

Required Qualifications: Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science. Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education. Licenses and Certifications Some positions within this classification may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment. Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered. Proof of Degree Equivalency Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc. Examination Procedure Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Conditions of Employment

Employees in this classification may be assigned to a work shift that includes evenings, nights, weekends and/or holidays. Employees are subject to call to duty in emergencies and may be required to work overtime as needed. Employees must satisfactorily complete County sponsored CPR and First Aid training and maintain certification throughout employment. Physical and Environmental Conditions These positions are essentially sedentary with occasional walking, lifting, or other limited physical activities. Positions require traveling between work sites. Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
