Position Description
Create access and equity to City services, ensuring that barriers to participation are removed for African American communities. Lead the development and maintenance of trusted relationships with African American communities to engage them in decision-making processes for programs and policies for the City of Minneapolis and neighborhood organizations. This position reports to the Community and Cultural Engagement Manager.
Salary: The anticipated salary range is $66,489 - 93,048 annually, depending on qualifications.
Work location: This position may be eligible for flexible work arrangements, including hybrid work with some days remote and some in-office.
Job Duties and Responsibilities
Engage and establish relationships within African American communities, providing leadership to enhance access to City services.Represent the City of Minneapolis in partnerships and strategies to build trusted relationships.Serve as staff on task forces established by City Council and African American communities on access and equity issues.Review, evaluate, and implement City programs to improve accessibility and equity.Facilitate decision-making processes between African American communities and government.Create and maintain communication channels to increase knowledge and utilization of City services.Assist other city departments in community relationship development.Lead community relationship development within assigned neighborhoods.Support programs and services that increase access to African American communities.Provide policy recommendations at local and state levels.Implement engagement, recruitment, and outreach strategies to increase community participation.Participate in Public Health Emergency Preparedness planning and response as needed.Working Conditions

Minimum Qualifications
- Bachelor's degree in relevant fields such as African American Studies, Communications, Public Administration, or equivalent.
- Some positions require bilingual abilities in languages like Hmong, Spanish, Somali, Oromo, or Amharic.
- Three years of related experience in program management and community engagement with African American communities.
Desirable Qualifications
- Cultural competency and ability to work effectively with diverse populations.
Selection Process
Includes education and experience review and/or an oral exam. Candidates must score at least 70% to proceed. The process may be limited by the number of candidates.
Background Check
A criminal background and/or qualifications check may be required.
Union Representation
Position is covered by a collective bargaining agreement with MPEA (CPE).
Eligible List
Candidates meeting minimum qualifications and passing screening will be placed on an eligible list, valid for two months.
Interview Selection
The hiring authority may select candidates for interview based on various factors including education, experience, and operational needs.
