Join our dynamic team of development professionals! The Pima County Development Services Department is currently searching for the right candidate who has a strong background in communication and working on complex residential and commercial rezonings and other planning-related functions. In this role, the Deputy Planning Official is responsible for presenting cases at public hearings, reviewing the work of planning staff, understanding and making decisions on all aspects of the zoning code, and filling in for the Deputy Director in their absence. We look forward to reviewing your application soon!The Deputy Planning Official plans, organizes, manages, and coordinates complex land use planning and development programs within the Development Services Department. This classification may include supervision of professional planners, technical staff, and administrative support personnel. This position is distinguished from other administrative and managerial roles by its specialized focus on zoning, permitting, long-range planning, and regulatory compliance within the framework of the County's comprehensive plan and land use ordinances.This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.Essential FunctionsAs defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Work assignments may vary depending on the department's need and will be communicated to the applicant or incumbent by the supervisor.
  • Plans, organizes, and manages complex land use and development programs in alignment with County goals, ensuring compliance with local, state, and federal regulations;
  • May supervise and evaluate the work of professional planning and support staff, ensuring high performance and adherence to departmental standards;
  • Develops program goals, objectives, policies, and procedures, and establishes short- and long-range strategic plans for planning initiatives, subject to executive review;
  • Coordinates planning activities with other County departments, public agencies, community groups, and stakeholders to ensure cohesive development efforts and regulatory alignment;
  • Analyzes and interprets legislation, zoning codes, and land use regulations to ensure departmental compliance and recommend necessary updates;
  • Reviews and evaluates the effectiveness of planning programs and services, prepares performance reports, and recommends or implements corrective measures;
  • Leads or supports organizational and management studies to identify operational challenges and recommend solutions for planning operations;
  • Represents the department in public meetings, community forums, and media communications to promote planning initiatives and address constituent concerns;
  • Prepares and presents policy recommendations, planning reports, and project proposals to executive leadership and the Board of Supervisors;
  • Interacts and meets with the Board of Supervisors and County Administration to discuss projects and hearings where planning projects will be heard;
  • Performs as lead case planner on the most complex rezonings and specific plans;
  • May be assigned as Chief Zoning Inspector or Deputy Chief Zoning Inspector.
Minimum QualificationsBachelor's Degree from an accredited college or university in urban or city and regional planning, public or business administration, architecture, civil engineering, or a related field as determined by the department head at the time of recruitment, AND seven years of relevant professional experience, INCLUDING two years of supervisory experience.(Relevant experience and/or education from an accredited college or university may be substituted.)Qualifying education and experience must be clearly documented in the Education and Work Experience sections of the application.
