Democracy International (DI) is seeking Team Leaders to lead Mulitlateral Organisation Performance Assessment Network (MOPAN) assessments and other analytical studies for a three-year period of performance, with the opportunity of framework contract extension.

The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 21 member countries working collectively to assess the effectiveness of multilateral organizations and promote reform across the multilateral system. Hosted by the OECD, MOPAN provides impartial, credible evidence through organizational assessments and thematic analytical studies. Between 2026 and 2028, MOPAN will undertake: approximately seven organizational assessments per year, one – two mid-term reviews, and two - three analytical or thematic studies annually.

MOPAN is establishing a pool of expert service providers to support this work under a multi-year framework contract. As part of this effort, we are recruiting experienced Team Leaders to lead assessments and studies aligned with the new MOPAN 4 methodology, focused on systems thinking, cross-cutting analysis, and contextual performance evaluation.

This will be a remote consultancy with potential travel to international locations including Paris (OECD/MOPAN HQ) and agency HQs and will be contingent on award and funding.

The position'sresponsibilitieswill include:

  • Lead the implementation of full-cycle organizational assessments or analytical studies, from inception to final reporting.
  • Conduct high-level engagement with multilateral institutions, the MOPAN Secretariat, and other stakeholders.
  • Manage assessment teams, coordinate data collection, and ensure methodological rigor.
  • Oversee and participate in conducting document reviews, stakeholder interviews, and survey analyses in line with MOPAN 4 methodology.
  • Lead report drafting (Technical Annex and Institutional Assessment Report), synthesizing cross-cutting insights and performance narratives.
  • Ensure the delivery of high-quality outputs that meet MOPAN standards and timelines.
  • Represent the assessment team in workshops, launch events, and lessons-learned discussions.
  • Participate in periodic coordination and learning sessions organized by the MOPAN Secretariat.
Deliverables may vary by assignment but typically include:
  • Inception Report: Including context analysis, stakeholder map, data tools, and proposed horizontal themes.
  • Technical Annex (Draft and Final): Analytical findings with KPI and Micro-Indicator (MI) ratings.
  • Institutional Assessment Report (IAR): With executive summary, analytical narrative, and performance evolution.
  • Assessment Brief: One-page summary of key findings.
  • Presentation materials: Slide decks for launch or learning events.
  • Lessons-Learned Notes: On process and thematic insights.
  • Comments Matrices: Responses to Secretariat and organization feedback.
  • Performance Data File: Scores and justifications formatted for MOPAN's data system.
Qualifications and Experience:

Required:

  • Minimum 15 years of professional experience in the multilateral system;
  • Deep knowledge of international development, reform trends, and broader development effectiveness agenda;
  • Knowledge of types of multilateral organizations assessment by MOPAN and relevant sectors, including United Nations development system agencies, United Nations specialized/coordination agencies, humanitarian agencies, international financial institutions, and global partnership and vertical funds.
  • Advanced methodology expertise in evaluation and performance assessments with specific focus on multilateral organizations and application of systems thinking;
  • Track record in conducting evaluations across a variety of multilateral institutions and sectors aligned with MOPAN's scope;
  • Substantial experience leading large, complex evaluations or assessments and strong client engagement skills;
  • Documented experience conducting organizational assessments or evaluations at policy, program, or system levels;
  • Demonstrated ability to manage teams, coordinate multiple inputs, and delivery high-quality outputs;
  • Track record of producing or managing meta-evaluations, analytical studies, or strategic reviews.
  • Understanding of organizational development, strategy, risk management, and performance management.
  • Strong English written and communication skills;
  • Strong writing and communication skills in English.
Preferred:
  • Understanding and demonstrated use of the MOPAN 3.1 and/or MOPAN 4 methodology;
  • Experience with cross-cutting or horizontal analysis of multilateral organizations (e.g., governance, gender, partnerships);
  • Additional language skills (e.g., French, Spanish, Arabic) depending on assignment context.
