Position Description A Staff Captain is an employee who is assigned to certain special duties as determined by the Fire Chief. The process for employees to be assigned to or removed from Staff Captain duties is not subject to the promotional process described in the Civil Service Rules or in the Labor Agreement for Firefighters, Local 82. This job posting will be used to fill ALL vacancies for the position of Staff Captain in the Fire Department. This position is restricted to internal Minneapolis Fire Department sworn employees. Assignments for Staff Captain will be in: Training, EMS, Community Risk Reduction, & Employee Assistance Program (EAP). Work Location - This position currently works on-site only. Job Duties and Responsibilities The duties of a Staff Captain are chiefly administrative or technical in nature and may vary to meet the needs of the Department. Assignment as a Staff Captain is considered an important, although not required, element of the career development for an employee interested in a management position and as such constitutes an important component of the Department's Succession Plan. Typical duties may include but are not limited to: developing and delivering training programs; evaluating and purchasing equipment; developing and producing various management reports; presentations and plans; preparing and disseminating information to the public and media; providing support to the EMS division of MFD; and providing employee assistance. The duties of a Staff Captain are separate and distinct from those of a Battalion Chief, Deputy Chief or Assistant Chief and other recognized sworn job classifications in the Department and the Department shall not permanently assign the duties of such ranking job classifications to Staff Captain from temporarily assuming the duties of another sworn classification subject to the work out of class provisions of this Agreement and applicable Civil Service Rules. Work Schedules The normal work week for an employee assigned as a Staff Captain shall be forty hours per week and the normal work shift shall consist of eight (8) or ten (10) consecutive hours of work as determined by the Department. Term of Assignment; Minimum Commitment The term for an individual employee assigned to a Staff Captain assignment shall be the lesser of: two (2) years; or until the Staff Captain assignment is eliminated. However, nothing shall limit the Chief's discretion to select an employee to serve multiple and/or consecutive terms as a Staff Captain. An employee accepting an assignment as Staff Captain agrees to serve a minimum of two (2) years in the assignment. However, such minimum commitment may be waived by the Chief in their discretion. In addition, the Chief may remove an employee from the assignment or shorten the duration of the assignment or abolish the assignment at their discretion at any time prior to the expiration of an employee's minimum commitment. Nothing herein shall preclude an employee from taking a promotional exam or accepting a promotion during the term of their minimum commitment as a Staff Captain. Selection Process The number and duration of Staff Captain assignments shall be determined at the discretion of the Chief. Selection of the successful candidate shall be at the discretion of the Chief. Employees shall serve as a Staff Captain at the pleasure of the Chief. The selection process will consist of a department interviews. Decisions concerning your qualifications for this position are based on the information you provide on your application. Human Resources reserves the right to limit the number of candidates at any phase of the selection process. At the discretion of the hiring department an assessment of Knowledge, Skills and Abilities may be administered. Veteran's Preference: For an eligible veteran to receive Veteran's Preference points for this prom tional exam, the veteran must attach DD214 and supporting documentation which designates the percentage of disability with the online application as attachments. Points will not be awarded without supporting documentation. Veteran's Preference Points will not be awarded if supporting documentation is submitted after the deadline. Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis and the Fire Fighters, Local #82 Union. Required Qualifications Minimum Required Experience Any Fire Fighter who has completed at least four years of service as a sworn employee of the Minneapolis Fire Department and any Fire Motor Operator or Captain shall be eligible to be assigned to serve as a Staff Captain. Required Licenses and Certifications: Emergency Medical Technician Certificate State of Minnesota Firefighter License Valid Driver's License Hazardous Materials Technician Certificate IS 100, 200, 700, and 800 Knowledge, Skills and Abilities Excellent oral and written communication skills. Experience building and coordinating relationships with a wide variety of audiences, organizations, including employers, schools, and external agencies. Experience working collaboratively with teams or groups. Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds. Proficiency in any of the following prominent languages in Minneapolis other than English is highly desired: Spanish Somali Hmong Laotian Amharic Oromo Vietnamese American Sign Language (ASL) As the largest and most vibrant city in the state, Minneapolis depends on purposeful, dedicated and innovative employees.
