APPLICANTS MUST BE PERMANENT IN THE CITY RESEARCH SCIENTIST CIVIL SERVICE TITLE.The goals of the Health Services Office at the Department of Social Services (DSS), are to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living, improving access to care and health outcomes for low-income and vulnerable populations. The Office brings public health and evidence-based interventions to DSS in the areas of health, mental health, substance use, and nutrition and our staff work with other divisions at DSS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation and provide medical consultation.The Department of Homeless Services (DHS) provides temporary emergency shelter to families with children in facilities throughout New York City. DHS is developing a new program to provide care coordination services for families with children clients to improve the stability of high-risk families experiencing homelessness and move them into permanent housing.The Department Of Homeless Services (DHS) Is Recruiting For Two (2) City Research Scientist-III To Function As a Family Care Coordination Assistant Director Who Will
- Direct program development and research in the field of family with children health among people experiencing homelessness, by evaluating relevant research literature, selecting appropriate quantitative and qualitative research methods, and analyzing findings to evaluate and improve programs.
- Develop and train subordinate staff to use program standards, practice tools, training materials, and data collection instruments. Monitors and Evaluates job performance using standard performance metrics.
- Conducts program evaluation and uses findings to develop original ideas and new approaches to problems, by critically reviewing agency practices, identifying problems and designing innovative strategies to improve outcomes.
- Design and manage data informed quality improvement initiatives by developing performance metrics, documentation, and monitoring tools and dashboards; review and analyze data to prompt performance improvement.
- Monitors data obtained from social scientific research investigations, by analyzing reports and trends to determine that findings are based on valid reliable social research methods and prepares and presents regular reports on findings to agency leadership.
- Lead collaborations and workgroups with external agencies, including but not limited to other City agencies (e.g., ACS, HRA, DOHMH, H&H), State agencies (e.g., SDOH, SOMH, OASAS, OPWDD), community health, mental health, and managed care organizations around child mental health services at DHS.
Hours/Schedule: 9am-5pm Mon-Fri, Sat-Sun RDOCITY RESEARCH SCIENTIST - 21744Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
NoteProbationary PeriodAppointments to this position are subject to a minimum probationary period of one year.Preferred Skills
- Clinical supervision experience appropriate to support LMSW to LCSW accreditation (SIFI). - Advanced knowledge of NYC health services for children and families. - Experience working with homeless, unstably house or underserved populations. - Experience in health service program development, management, monitoring, reporting and evaluation. - Not less than two years of management/supervisory experience in health, mental health, substance use and/or social services provider setting. - Strong leadership and staff performance management skills. - Advanced proficiency in Microsoft Office, project management software, and health service databases with reporting systems (EMR, case management). - Excellent verbal, written and interpersonal skills
