THE DIVISIONThe Pipeline and Commission Operations (PCO) division is responsible for scheduling, organizing, and running Review Session and Public Meetings of the City Planning Commission (CPC). The division advises the CPC, Chair, and DCP staff on the land use review process. PCO tracks land use applications through the Uniform Land Use Review Procedure (ULURP) and the non-ULURP process from filing to vote, reviews CPC reports on individual projects seeking approval, and maintains the agency's Zoning Application Portal (ZAP) database that tracks and monitors land use applications. Work performed in PCO is highly deadline driven, detail oriented, and requires developing an in-depth knowledge of the City's land use and public review processes. For these reasons, PCO is critical to the agency to ensure efficient and appropriate prioritization, review, approval, tracking, and reporting out on projects across the agency that serve to meet our housing and economic development goals, among others.
THE ROLEPCO is seeking a detail oriented, motivated ZAP Product Owner to maintain, troubleshoot bugs and errors, and coordinate enhancements and communications concerning the ZAP product suite, including the Microsoft Dynamics CRM internal database, the Applicant Portal, through which applicants apply for all land use and environmental actions, the LUP Portal, through which Community Boards and Borough Presidents submit recommendations, and ZAP Search, the publicly searchable interface. Minimum Qualifications1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or2. A satisfactory combination of education and/or experience that is equivalent to “1” above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification RequirementsAssignment Level IIITo be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in 2 above.Assignment Level IVTo be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in 2 above.
