Purpose/position code/classification/level/work relationships

  • Provide strategic leadership and operational management of all functions of the Physical Plant department, including construction projects, grounds, maintenance and custodial.

  • Supervises: Assistant Coordinator of Custodial Services, Assistant Coordinator of Grounds Services, Assistant Coordinator of Building Services, Physical Plant Support Specialist, and physical plant staff
  • Reports to: Vice President of Institutional Resources
  • Principal Working Relationship: Assistant Coordinator of Custodial Services, Assistant Coordinator of Building Services, Assistant Coordinator of Grounds Services, Assistant Coordinator of Building Services, contractors, compliance officers, and insurance agents.
Primary responsibilities
  • Direct all functions of the Physical Plant department, including maintenance, custodial services, and grounds management.
  • Implement, communicate, and assure compliance with EPA, OSHA and all other regulatory laws.
  • Ensure compliance of the ADA/504 and safety rules and regulations of the government consisting of the federal, state and local level.
  • Oversee the energy management and building control systems.
  • Develop and implement preventative maintenance programs for buildings, systems, and equipment.
  • Conduct all inspections and safety audits; maintaining compliance of all environmental, occupational health, and safety requirements at all district facilities covered by the college's insurance underwriters.
  • Develop, update and manage workplace safety procedures, programs and policies.
  • Develop and manage the Physical Plant department annual budget.
  • Monitor expenditures and implement cost-controls related to annual budget and construction projects.
  • Prepare capital budget requests and long-range facilities plans.
  • Identify opportunities for operational efficiencies and cost savings.
  • Train, evaluate, and provide frequent feedback to Physical Plant team including but not limited to; yearly and probationary evaluations.
  • Prepare and submit to the Vice President reports and documents related to construction and physical plant operations which are necessary to the college.
  • Responsible for the preparation and the timely submission of required reporting and compliance documentation.
  • Coordination of construction projects on all campuses
  • Develop project timelines, budgets, and specifications.
  • Coordinate with architects, engineers, construction managers, and contractors on construction projects.
  • Manage bidding processes and vendor selection.
  • Ensure projects are completed on schedule, within budget, and to quality standards.
  • Respond to emergency situations affecting campus facilities.
  • Develop and assess outcomes for departmental initiatives and activities. Report associated metrics and make data-driven decisions regarding plans and actions.

  • Assist with:
  • The Risk Management efforts of the college, including, but not limited to participating on the Risk Management committee.
  • The development of Physical Plant policies and procedures to be recommended to the Cabinet.
  • Inventory of all college equipment and property.
  • Risk-management and loss-prevention activities
  • Maintain a working knowledge of the college's emergency procedures and actively participate in the college risk-management program.
  • Monitor conditions, events and circumstances that present risk to the college community. Intervene and/or report as specified in the college's risk-management plan.
  • Minimum necessary education, skills and experience
  • Supervisory experience required.
  • Construction management experience preferred.
  • Budget management preferred.
  • Strategic planning or operational planning experience preferred.
  • Experience in a community college is preferred.
  • Excellent verbal and written communication skills
  • Valid driver's license required.
  • Must be organized, able to work independently and prioritize assignments, and work with multiple projects simultaneously.
  • Working knowledge of computer systems and software.
  • The ability to communicate successfully with clients of all ages, socio-economic status, gender, or race.
  • Exhibits integrity and professionalism.
  • Spanish or French proficiency preferred.
  • Physical requirements to perform job functions
  • Basic dexterity skills (computer work, telephoning and other office equipment).
  • General physical effort required includes sitting, bending, reaching and some lifting (20 lbs. or less) and the ability to place a work order for anything over that limit
