The BBNJ Informal Dialogues Facilitator will carry out the following duties:

  • Provision of neutral, impartial and unobtrusive facilitation of the BBNJ Informal Dialogues at the global and regional level. To date, these dialogues have taken place online on a monthly or bi-monthly basis, however there are plans for a series of in-person meetings. These could take place in different global locations;
  • Participation in and support for preparations for BBNJ Informal Dialogues and BBNJ Advisory Committee Meetings;
  • Review and input to Dialogue summaries and other written materials.

Background

The BBNJ Informal Dialogues are a Track 1.5 process working toward the ratification and implementation of the Agreement under the United Nations Convention on the Law of the Sea (UNCLOS) on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ Agreement).

The BBNJ Informal Dialogues are organized and managed by the International Center for Dialogue and Peacebuilding (ICDP). The Center focuses on peacebuilding and conflict prevention, supporting and advancing work on: governance and rule of law; disarmament; climate, water and food security; and protection of civilians. With an office in Norway and the United States, the Center convenes leaders from government, international organizations, private sector, and civil society to build sustainable local, national and international peace and security.

The BBNJ Agreement is an important multilateral treaty, a milestone for the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction. It will also play a key role in supporting the delivery of the Kunming-Montreal Global Biodiversity Framework, including its Target 3 - to effectively conserve and manage at least 30% of coastal and marine areas by 2030.

After many years of negotiation, this historic agreement was adopted by consensus at the UN on 19 June 2023 and opened for signature on 20 September 2023. The Agreement will enter into force 120 days after the deposit of the 60 th instrument of ratification, approval, acceptance or accession. Work continues at the national and international level to prepare for the ratification and implementation of the Agreement and towards the convening of the first Conference of the Parties, including through the work of the Preparatory Commission established to prepare for COP1.

Since 2020, the BBNJ Informal Dialogues have convened delegates online and in person, first to support the negotiations, and now to focus on implementation of the Agreement. This ‘Track 1.5' process offers an informal space to share views on the Agreement, primarily among Member States BBNJ delegates, but also with select experts from UN agencies and other international, regional and sectoral organizations and bodies, and civil society.

The first BBNJ informal dialogues took place in Oslo (January 2020) and Monaco (March 2020) and brought together a diverse group of government representatives to discuss some of the most pressing areas of the treaty's draft text. The extended intersessional period (March 2020 – March 2022) due to the Covid 19 pandemic, led to the creation of a virtual platform which provided delegations, both from capitals and the United Nations Headquarters in New York, an opportunity to keep the momentum and exchange views informally on specific elements of the future agreement. The virtual platform has enabled wider participation of States in the BBNJ process. In addition, in-person meetings of heads of delegations from a representative group of UN members during intersessional periods have been instrumental in advancing progress in the BBNJ process.

Treats all people fairly. Takes responsibility for incorporating gender perspectives and perspectives of indigenous peoples and local communities. Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Communication: Speaks and writes clearly and effectively. Asks questions to clarify and exhibits interest in having two-way communication. Demonstrates openness in sharing information and keeping people informed.

Facilitation Skills: Facilitation experienced required, including in multilateral contexts.

Teamwork: Strong interpersonal skills, communication and diplomatic skills, ability to work in a team. Openness to change and ability to receive/integrate/give feedback.

Neutrality: A key factor in the success of the BBNJ Informal Dialogues to date has been that they are viewed by participants as providing a safe space to explore difficult issues. The ICDP and Informal Dialogues have no agenda other than to encourage and support effective collaboration. While this is not a full-time role, the successful applicant must not be engaged in other activities or work that could bring the neutrality of the Dialogues into question. While previous involvement in a national BBNJ delegation, intergovernmental organization or non-governmental organization is not precluded, and may in fact constitute an asset, the applicant must no longer advocate, or give the impression of advocating, particular positions.

Experience

At least 20 years of progressively responsible and relevant experience in International Law. Experience in Law of the Sea, in a global context involving complex relations with multiple stakeholders, is desirable.

Extensive experience in issues related to UNCLOS and the BBNJ Agreement is highly desirable These includes knowledge and understanding of the key parts of the Agreement as well as other relevant international frameworks and bodies. Experience working and/or negotiating in international treaty/agreement processes is desirable.

Proven experience facilitating diverse groups in challenging, complex, multilateral, and multicultural environments.Extensive experience working with United Nations, Member States diplomatic missions is desirable.

Education

Advanced university degree (master's degree or equivalent) from any accredited educational institution, preferably inlaw, social sciences, political science, international relations, or related area.

Language

Fluency in written and spoken English, with excellent writing and presentation skills. Knowledge of another UN language, particularly Spanish, French or Arabic is desirable.
