The Town of Castle Rock's Division of Innovation and Technology (DoIT) plans and maintains the Town's information systems. Employees in this division are dedicated to improving business processes and prioritizing technical projects according to the Town's strategy and goals.

The Systems Administrator manages critical servers, including enterprise and public safety applications, disaster recovery systems, storage systems and email. Performs duties in a manner consistent with the stated values of the organization.

Essential Duties & Responsibilities:

  • Responsible for daily server support for Town enterprise and public safety applications.
  • Manages and supports the Town's disaster recovery site.
  • Ensures server stability and reliability. Responsible for performing preventative maintenance and installing patch updates on servers and critical applications.
  • Coordinates with internal teams to schedule and perform after-hours maintenance when required.
  • Participates in IT project planning and implementation efforts involving server infrastructure and applications.
  • Monitors system alerts and performance metrics, responding to issues such as service outages, resource spikes, or hardware faults to ensure system stability.
  • Implements and maintains cybersecurity solutions, such as web application firewalls, security event log monitoring, privileged access management and email security platforms.
  • Leads the design and implementation of server and storage solutions, ensuring alignment with business continuity, security, and scalability goals.
  • Conducts root cause analysis on escalated issues, coordinates long-term fixes, and provides knowledge sharing to other IT staff.
  • Follows server and storage technology standards, maintaining standards through documentation and cross-training of Computer Technicians.
  • Manages the Town's email system on Microsoft Exchange server and Exchange online.
  • Diagnoses complex system issues affecting application performance, network connectivity, storage availability, authentication failures, and operating system errors across physical and virtual environments.
  • Manages the Town's virtual server infrastructure (VMware), configuring advanced virtualization features such as distributed resource scheduling, high availability and virtual switching.
  • Administers and renews SSL/TLS certificates for internal and public-facing systems, ensuring encryption standards are met and expirations are proactively managed.
  • Responsible for installation and maintenance of Active Directory infrastructure, Microsoft DNS and DHCP.
  • Responsible for the Town's backup system, including replication to the Town's disaster recovery site, offsite backups and validation and implementation of retention requirements.
  • Monitors industry direction and keeps abreast of technology trends, making recommendations on new technologies.
  • Assists with procurement of hardware and software related to system infrastructure.
  • Performs other duties as assigned or required.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor's degree in Computer Science or closely related field.

Experience: Five (5) years' previous experience and/or training that includes working with mid-size computer networks in a technical environment; or an equivalent combination of education, training, and experience.

Knowledge, Skills, and Abilities:

  • Demonstrated ability to quickly learn new technologies and applications.
  • Knowledge of computer scripting languages such as Microsoft Powershell and python.
  • Working knowledge of network fundamentals and how they relate to server performance and connectivity.
  • Ability to effectively listen and evaluate customer requests to manage system requirements.
  • Ability to convey information to the customer in a non-technical and common descriptive manner.
  • Ability to establish and maintain effective working relationships.
  • Ability to implement and maintain cybersecurity requirements for systems management, including patching procedures, secure configurations and email security.
  • Ability to utilize a variety of advisory and design data and information, such as software and hardware manuals, networking manuals, technology publications, and the Internet.
  • Ability to implement and manage enterprise storage protocols including ISCSI and NFS for use in virtual environments and large capacity storage solutions.

Physical Demands:

  • Sedentary work for long periods of time at a keyboard or workstation
  • Occasional physical work including ability to move and lift equipment weighing up to 50 lbs.
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment such as hand tools and diagnostic instruments
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:

  • Works primarily in a clean, comfortable environment

Equipment Used:

  • Uses general modern office equipment, to include, keyboard, 10-key adding machines, diagnostic instruments, and telephones
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
