SUMMARY
Under general supervision of the Director of Parks & Recreation or their designee, the incumbent performs various duties associated with creation, development, oversight, and execution of City-wide special events and community programs. The incumbent also coordinates and assists with fundraising and sponsorship procurement; supervises and coordinates the activities of assigned staff, volunteers, and/or contractors; assists in coordinating with businesses, media, and social/service/civic organizations; and the implementation of other City programs and events.
ESSENTIAL FUNCTIONS
Essential and other key responsibilities of the position may include, but are not limited to, the following:
Hire, train, supervise, coach, mentor, evaluate, and oversee the scheduling of assigned staff. Source, recruit, communicate with, liaise with, and oversee volunteer staff, outside organizations, and/or other people related to the implementation of events and programs.
Research, develop, plan, and execute City-wide special events and community programs for varying populations and at varying locations. Assist in the development of long-term and short-term goals, including event structure, design, planning, and logistics.
Plan, direct, coordinate, and review the work of assigned staff to ensure goals and objectives are met. Meet with staff to identify and resolve problems; monitor workflow; and review and evaluate work products, methods, and procedures for accuracy and completeness. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative support systems, and internal reporting relationships; identify and implement opportunities for improvement.
Create and manage sponsor contracts and benefit packages to ensure sponsor satisfaction and successful event execution.
Track and maintain records on events, programs, participants, volunteers, vendors, attendance, and revenues. Create and prepare reports on programs, classes, and activities. Process payroll and check requests for payments.
Assist with the development and administration of the Special Events division budget. Create and coordinate the forecast of funds needed for equipment, materials, and supplies. Monitor and approve expenditures and direct and implement adjustments as necessary.
Assist in the creation and execution of marketing strategies for special events and programs to increase public awareness. Assist with the development of marketing materials. Provide program and marketing information to other Parks & Recreation and City staff members in a timely manner.
Assist with the development and implementation of goals, objectives, policies, and strategies for the Special Events division. Make recommendations on appropriate service and staffing levels. Make recommendations on and administer policies and procedures.
Maintain inventory controls for all related equipment and supplies.
Communicate, enforce, and follow appropriate safety and security precautions, processes, and policies to safeguard all City assets, to include: human, environmental, and financial.
Establish and foster effective and positive relationships with other agencies and industry groups.
Communicate all work-related activities to supervisor. Create documents, reports, etc. as needed.
Adhere to all departmental & City policies and procedures.
Travels to off-site meetings, conferences and training.
Performs other related duties and projects assigned.
Regular and consistent attendance for the assigned work hours is essential
EDUCATION AND EXPERIENCE
Bachelors degree in Hospitality Management, Event Planning, Parks & Recreation, Leisure Studies, or related field required.
Certified Parks & Recreation Professional (CPRP) certification from National Recreation & Park Association (NRPA) preferred.
A minimum of three (3) years of experience performing similar or identical tasks in a recreation setting required. A minimum of one (1) year of experience in a leadership role is required.
Must have valid Texas Drivers license prior to employment and safe driving record.
Must pass a pre-employment screening, background check and employment eligibility verification.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of parks and recreation administration and relevant laws, safety standards, codes, policies and procedures.
Strong working knowledge of the principles and activities of event creation, planning, and execution for various age groups.
Knowledge of marketing and public relations principles and activities.
Excellent oral, interpersonal, and written communication skills.
Working knowledge in the practices and methods of inventory control and resource management.
Working knowledge in the use of computers, Microsoft Office, and other standard office equipment required. Working knowledge in Google Suite, Canva, Adobe Photoshop, or other content creation software preferred.
Ability to lead, supervise, direct the work of, and train employees and volunteers in a professional manner.
Ability to work well under pressure; prioritize effectively; exhibit appropriate decision making; and perform successfully in a dynamic, changing environment with professionalism, flexibility, and adaptability.
Ability to utilize strong attention to detail, exhibit effective professional judgement through initiative and creative problem solving; and effective organization skills.
Ability to work effectively in a team environment, and treat co-workers, vendors, and patrons with professionalism, courtesy, and respect.
Ability to be punctual and attend work regularly.
Work is performed in an office setting and.
May be subject to repetitive motion such as typing, data entry and vision to monitor.
May be subject to extended periods of standing and sitting during presentations or attending public and special events.
May be subject to exposure to extreme weather conditions when overseeing parks or while attending public events.
May work extended hours, evenings and weekends.
