Salary : $65,965.00 - $80,530.00 Annually Location : Carrboro Town Hall Job Type: Full-Time Department: Information Technology Opening Date: 07/31/2025 Closing Date: 8/22/2025 11:59 PM Eastern FLSA: Exempt General Definition and Conditions of Work Implements, stewards and advances the Town's Enterprise Geographic Information System providing a platform for managing, analyzing, visualizing, and sharing spatial data across the organization. Performs difficult advanced technical work providing technical support for GIS project implementation and operation, creating, testing and enhancing GIS applications, developing and administering web-based GIS applications, preparing GIS datasets, maps, database reports and specialized queries, developing and administering multiple databases, and related work as apparent or assigned. Work is performed independently under the limited supervision of the IT Director and is a position within the IT Department. Essential Functions
- Implement, lead, steward and advance the Town's enterprise GIS.
- Provide technical leadership and guidance in geodatabase design and implementation.
- Continually rethink and shape the future delivery of enterprise GIS services to take advantage of newer or emerging technologies when appropriate.
- Provides oversight, collaborates and helps to guide GIS staff in other Town departments to support the Town's GIS efforts.
- Recommend changes to improve data quality and system reliability.
- Support GIS editors and users in technical activities and daily system maintenance.
- Gather and understand requirements for new spatial data initiatives from stakeholders.
- Provide GIS consulting services and direct GIS application systems development.
- Coordinates and facilitates the integration of GIS with other municipal software systems.
- Manage licensing and renewal of GIS software and related maintenance contracts.
- Works with neighboring jurisdictions to coordinate GIS efforts on a regional level; sets up and manages data-sharing arrangements with neighboring jurisdictions.
- Meets regularly with staff in other departments to identify needs and coordinate GIS services and applications; maintains familiarity with existing business systems within Town.
- Performs GIS-based analytics to improve service provision and decision-making within the Town.
- Evaluates user requirements for GIS; helps to identify, recommend and implement applications.
- Develops, maintains and administers multiple GIS databases. Routinely works within the Town's GIS framework.
- Writes and maintains reports, programs database reports, forms and queries.
- Prepares GIS databases, maps, database reports and specialized queries in support of various projects.
- Performs GIS analysis, modeling and reporting to support decision making.
- Generates, maintains and disseminates GIS layers.
- Coordinates end-user training when needed.
Education and Experience Bachelor's degree with coursework in computer science, geography, environmental science, engineering, or related field, and considerable experience in GIS principles and design, database programming and administration, and web programming or equivalent combination of education and at least five years of experience. Currently hold the GISP certification from the GIS Certification Institute (GISCI) or willing to obtain the GISP certification within the first two years of employment. Valid driver's license in the State of North Carolina. Knowledge, Skills, and Abilities Thorough knowledge in the use of geographic information system and database software and applications; demonstrated experience with ESRI's ArcGIS Pro, Enterprise, ArcGIS Online and applications; experience gathering requirements to design and develop geospatial databases and applications; experience with system/user support for ArcGIS Enterprise; experience developing procedures and guidelines for spatial database management; experience with ArcGIS Online and Portal; experience in GIS Project Management; knowledge of Cloud Computing; knowledge of IT governance, operations, and project management; thorough knowledge of computerized digital mapping techniques and equipment; ability to prepare a variety of mapping formats, including web formats, paper formats and on-screen formats; ability to present the results of work in oral written and graphic form; ability to establish and maintain effective working relationships with associates, engineers and the general public; ability to work independently and with limited supervision. General knowledge or willingness to acquire a general knowledge: of North Carolina Public Records legislation; of the principles, practices and techniques of planning as they pertain to the design and development of urban and regional areas, planning research and zoning activities; of engineering and computer programming, mathematics relating to property descriptions. - Annual Leave: Permenant full-time employees earn between 12 and 26 days per year depending upon years of service. Permenant part-time employees accrue a prorated amount of leave based on hours worked.
- Sick Leave: Permenant full-time employees accrue at a rate of one day per month of service or twelve days per calendar year. Shift employees of the Fire-Rescue Department earn sick leave at the rate of five, twenty-four hour tour-of-duty days per calendar year. Permenant part-time employees accrue a prorated amount of leave based on hours worked.
- Paid-Time Off: Permenant full-time employees recieve three (3) days (36 hours for Fire-Rescue personnel) per calendar year of time to be used as needed. Time is pro-rated to employee's start date. Permenant part-time employees accrue a prorated amount of leave based on hours worked.
- Paid Caregiver Leave: Qualifying employees receive 240 hours of Paid Caregiver Leave to care for an immediate family member including birth or placement of a child in the home for adoption or foster care. This leave does not come from employee's leave bank.
- Paid Holidays: There are 12 official Town holidays. Employees in full or permenant part-time positions are eligible for paid holiday time.
Local Government Retirement System All employees in permenant full- or part-time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%. Supplemental Retirement Plan The Town makes a contribution of 5% for law enforcement officers and 3% for all other employees to town sponsored 401(k) administered through Empower.
