Duties & Responsibilities Under the general supervision of the Procurement, Contracts, & MWBE Manager, provide procurement support with an emphasis on managing the Town's purchasing card (P-Card) program and surplus property. Work involves supporting centralized purchasing activities in compliance with North Carolina General Statutes, local ordinances, and internal policies. This position requires a detail-oriented individual with a strong grasp of procurement practices, recordkeeping, and customer service. This position is responsible for administrative work in the procurement of a variety of materials, supplies, and equipment, for the Town. Work includes responsibility for reviewing informal requisitions, developing requests for proposals and informal bids, evaluating bids and proposals. Work is performed within defined purchasing policies in accordance with Town Policies, North Carolina General Statutes, and federal regulations. Work is reviewed by the Procurement, Contracts, & MWBE Manager through observation, written reports, conferences, and results obtained. The employee performs other duties as assigned or required. The employee is considered assigned personnel in the event of an emergency. All work within the Procurement Division is under the general supervision of the Procurement, Contracts, & MWBE Manager.
- Administers the Town P-Card program, issuing cards, setting limits, maintaining user documentation, reviews transactions, sweeps, uploads import into New World System, updates trainings and procedures as needed.
- Manage surplus property processes in accordance with G.S. 160A-266 through 160A-270, including internal redistribution, public surplus auctions (e.g., GovDeals), and related documentation.
- Analyzes informal solicitations, in accordance with the requirements of the Federal Guidelines, North Carolina Statutes and Town Policies and Procedures.
- Coordinates requests from Town Departments and divisions to develop clear concise specification and product needs.
- Assists in the recommendation of the division and Department goals and objectives.
- Reviews informal requisitions and determines appropriate method of procurement.
- Reviews purchase requisitions for completeness, proper expense codes, contract or purchase order term, appropriate attachments, and compliance with Federal, North Carolina Statutes and Town Procurement Policies and Procedures.
- Processes purchase requisitions and change order requests according to purchasing approval thresholds.
- Assists with the development, review, and processing of formal, informal bids, quotes, and cooperative purchasing agreements.
- Performs detailed analyses to determine responsiveness and responsibility of bidder or offeror. This includes review of past bids and awards and establishment of price reasonableness by price or cost analysis.
- Reviews open purchase orders with Departments, Accounting and identifies items for closure.
- Collaborate with the State Purchasing Division on State contract and cooperative purchasing agreements. Interacts with Town staff to become familiar with customers' goals and requirements.
- Serves as Administrator for the Town MWBE/DBE program.
- Lead role administering Information Technology Procurement.
- Functions in various capacities and completes special projects as required.
- Attends trade shows and conferences and engages in professional development.
- Supports as Back up to the Town Vendor and ACH Program.
- Performs other duties as assigned at the discretion of the Procurement, Contracts, & MWBE Manager.

Education and Experience
- Bachelor's degree in Business Administration, Supply Chain Management, or related field
- NC Local Government Purchasing Officer certification (CLGPO) within 4 years of hire date.
- Bachelor's Degree and 2-4 years progressively responsible procurement or purchasing experience. Preference will be given to individuals designated as a Certified Local Government Purchasing Officer (CLGPO) or Certified Professional Public Buyer (CPPB) in conjunction with municipal government purchasing experience.
- Must have experience with financial management systems.
