PHS administers WholeYouNYC (WYNYC), a coordinated community resource network that builds trustworthy and reliable pathways between healthcare providers, health plans and CBOs providing critical resources in the community that address the social drivers of health. WYNYC brings together over 100 organizations offering various programs - such as food, housing, employment, health insurance, and sexual health services - across all five boroughs. These services and programs make it possible for New Yorkers to live their healthiest lives and ultimately reduce health disparities and advance health equity. To date, our network has already impacted thousands of lives through community partnerships and referrals, generating millions in estimated healthcare savings. New York State (NYS) recently announced the availability of $500M statewide to support Social Care Network (SCN) lead entities responsible for coordinating social care delivery in various regions across the state. Public Health Solutions (PHS) and our WYNYC network were awarded the role of regional SCN for Brooklyn, Manhattan, and Queens. This is a grant-funded position ending March 31, 2027. Position Summary: The Payroll Specialist will report to the Director of Payroll Services. This role ensures accurate and timely end-to-end payroll processing for all employees while maintaining compliance with federal, state, and local regulations. The Payroll Specialist will also serve as a subject matter expert in payroll processes, systems, and tax compliance. This role requires critical thinking skills, the ability to oversee multiple tasks and deadlines efficiently, and the capability to assume key roles in unit projects and assigned tasks. Independently perform specialized tasks and problem resolution for complex issues while managing multiple issues and deadlines efficiently. Assume key roles in unit projects and assigned tasks. Specifically, the Payroll Specialist will: Process bi-weekly payroll for all PHS employees, ensuring accuracy in pay calculations including wages, bonuses, commissions, benefits, and deductions, maintaining compliance with labor regulations, and standard accounting principles.
  • Process payroll on ADP and oversee complex and sensitive payroll requests and issues.
  • Prepare relevant tax returns, IRS forms, payroll-related journal entries, and reports for managers and Finance.
  • Coordinate with HR, Finance and Benefits teams to ensure data integrity (e.g., new hires, terminations, and PTO, etc.) and to resolve employee pay inquiries and payroll issues, as well as providing guidance on garnishments, child support, IRS levies, and pay practices.
  • Support internal and external audits related to payroll and provide support for employee payroll inquiry requests from the CFO and Controller.
  • Ability to maintain a high level of confidentiality.
Qualifications and Experience:
  • Bachelor's degree in accounting or another related field.
  • 3 - 5 years of experience supporting time and payroll systems in a large corporate environment.
  • In-depth knowledge of U.S. payroll regulations, tax laws, and reporting requirements of payroll tax rules for withholding at the federal, state, and local levels.
  • Experience with ADP Workforce Now, ADP Payroll and ADP Reporting.
  • Strong written, verbal communication, and analytical skills.
  • Effective time management skills, balance competing priorities, and organize work activities.
  • Perform other duties as assigned.

  • Certified Payroll Professional (CPP)
  • Experience working in a complex organizational structure.
