- Prepares and presents staff reports, policies, procedures, and general correspondence on programs and initiatives
- Individually or as a team lead, manages complex and sensitive studies, projects, and initiatives in support of emergency management activities; develops project plans consisting of objectives, the scope of work, budget, schedules, baseline requirements, and implementation strategies
- Conducts surveys and assessments to determine the types of emergency-related needs that will need to be addressed in emergency management planning, or provide technical support to others conducting such surveys
- Consults with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of natural disasters or other emergencies
- Serves as part of the EOC staff during activations
- May develop and performs tests and evaluations of emergency management plans per state and federal regulations
- Coordinates and manages warehouse operations, including shipping, receiving, operation of material handling equipment, such as forklift and pallet jack, and responsibility for warehouse safety
- Manages emergency response warehouse operations, including management of the Inventory Control Technician, fulfilling requests, and coordinating with key partners such as local governments, vendors, and contractors
- Manages the disaster life cycle of supplies and equipment, from pre-disaster readiness, to dispatch, and rehabilitation and return to stock
- Develops and implements a preventative maintenance program for all OEM fleet. Ensures vehicles and equipment are properly maintained and in safe working order
- Keeps track of preventative maintenance, warranties, licenses, and registrations for all OEM fleet and related equipment. Establishes replacement schedules for OEM fleet and related equipment.
- Coordinates the repair of OEM fleet and related equipment
- Deploys from normal duty station to identified locations for extended periods of time to manage disaster response logistics.
- Fulfills logistics-related functions under the EOC's ICS structure. Primarily serving as the Support Branch Director or Logistics Section Chief Coordinates the transportation of equipment, supplies, and/or other commodities to other locations using ½ ton, ¾ ton, and 1 ton or larger trucks, towing trailers (multiple sizes), or other equipment
- Performs other related duties as required
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Emergency Management or related field and five years emergency management experience including two (2) years' experience in planning, developing, implementing, evaluating and maintaining comprehensive emergency management plans, or major components of plans; or an equivalent combination of education and experience
- Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national emergency management operations for the protection of people, data, property, and institutions; knowledge of situational analysis and planning; and knowledge of curriculum and training design, teaching and instruction for individuals and/or groups and program administration
- Skill in communicating effectively, both verbally and in writing; skill in organizing and presenting material; coordinating large groups collaboratively; skill in coordinating multiple projects simultaneously; skill in organizing, compiling, and recording information accurately; skill in utilizing word processing, database or spreadsheet software packages
- Ability to communicate information and ideas in such a manner so others will understand during a crisis situation; ability to respond to a wide range of issues under stress; ability to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems, ability to adjust actions in relation to the situation or other's actions; ability to read laws, codes, and standards applicable to fire code enforcement; ability to represent the County in a professional and effective manner; ability to communicate effectively both verbally and in writing; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the general public
- Must secure and maintain a favorable background investigation and clearance
- Must have a valid driver's license, motor vehicle liability insurance, personal injury insurance and a personal vehicle; travel is required to remote sites outside of Bexar County
- Must be able to drive a one-ton truck with a 20-foot trailer, including connecting and backing up the trailer
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to be on-call 24-hours a day
- Must work weekends, evenings, and holidays as necessary
- May be required to work more than 40 hours during the workweek
