SOW 25-26-032 1 Florida Department of Law Enforcement Office of Information Technology Services Statement of Work for Contract IT Services SOW 25-26-032 July 1, 2025 1. Title Next Generation Identification and other FDLE Systems 2. Position Title Systems Analyst (1240) 3. Background Driven by advances in technology, customer requirements, and growing demand for Integrated Automated Fingerprint Identification System (IAFIS) services, the FBI has initiated the Next Generation Identification (NGI) program. This program further advances the FBI's biometric identification services, providing an incremental replacement of current IAFIS technical capabilities, while introducing new functionality. NGI improvements and new capabilities will be introduced across a multi-year timeframe within a phased approach. The NGI system offers state-of-the-art biometric identification services and provides a flexible framework of core capabilities that will serve as a platform for multimodal functionality. A component of the larger NGI initiative is the Enhanced IAFIS Repository. Redesign of the FBI IAFIS criminal and civil history repository will improve the overall effectiveness of the IAFIS, develop new and streamline existing internal user processes, and provide new search and response services to the FBI and FDLE customers. The Enhanced IAFIS Repository offers a Rap Back service allowing authorized agencies to receive notification of subsequent criminal activity reported to the IAFIS on individuals holding positions of trust. Additionally, modifications will be made to incorporate multimodal biometric identification capabilities for future needs. Through enhancements to the Falcon and Civil Workflow Control Service (CWCS) systems, FDLE is now participating and benefiting from these Rap Back services. This contracted developer will serve a key role in the development and maintenance of these enhancements as FDLE continues to enroll entities in the Rap Back program. This contracted developer will also aid in the development and maintenance of other systems or processes designed to enhance information/data sharing. FDLE also has many other systems needing additional resources to continue the level of support required. ITS is requesting one (1) full-time contract position to provide support, maintenance and enhancements to the NGI program, CJIS Information Systems, and other systems or processes for the purposes of enhancing information/data sharing. SOW 25-26-032 2 4. Description of Services & Deliverables FDLE requires the services of one Systems Analyst for Business Systems Engineering software development initiatives. The System Analyst will work under the direction of the FDLE's Data Processing Manager(s) to achieve the goals and objectives of the projects stated below. • FDLE requires the services of a Systems Analyst with technical knowledge and experience in programming the J2EE/JAVA, JBOSS application server, MS SQL, and ORACLE database environments. • The person in this function is considered an expert in all phases of system development and must have understanding of business, business insight, and a broad understanding of multiple business areas. • The person in this function will be responsible for translating the business requirements into functional requirements and IT processes required to prepare Technical Design Document (TDD), Solution Design Document (SDD), high-level process flow diagrams, designs, traceability matrix of solutions with the requirements. • The person in this function will be responsible for stakeholder management with project sponsors, business and IT project managers, technical architects, development and validation teams, implementation analysts, subject matter experts, IT Senior leadership, and project management office in order to address various issues, resolve the queries, communicate on project status, milestones, delays, challenges, risks, and risk mitigation plans. • The person in this function will be responsible for research on current industry trends, emerging technologies and challenges, systems integration, and configuration to apply in solution development. • The person in this function will be responsible for support validation of system changes and perform high-level UAT as and when needed. Serve as liaison between Business and IT teams to resolve issues and concerns preventing testing sign-off. Integrate with internal and external applications, and deliver the working iteration into the production environment. Systems Analyst responsibilities include but may not be limited to the following: • Consult with customers and gather user requirements, analyze business and prepare system requirements, and draft technical design documents. • Analyze user needs and software requirements to determine design feasibility within time and cost constraints. • Consult with project managers, programmers, developers, database administrators, and network administrators to design systems and to obtain information on project limitations, capabilities, performance requirements, and interfaces SOW 25-26-032 3 • Analyze system design, coding, testing, and maintenance of software applications such as - FALCON, Civil Workflow Control Service (CWCS). • Analyze and design logical and physical database structures. Store, retrieve, and manipulate application objects in Oracle/MSSQL Server Database using Java Persistence API (JPA)/ Hibernate / Native SQL. • Create test cases using Junit/TestNG software to validation all the business functions, database functions and customer documentation. • Define and determine system performance standards based on the Load and Performance testing result using Silk Performer Tool, JProfiler, VisualVM and Other tools. • Monitor newly implemented/upgraded systems and programs for trouble areas, correct • Systems and programs as necessary according to established practices. • Providing structured analysis of business processes • Functions as a technical consultant or researcher. • Technical research and evaluation of technologies, tools, databases, methods, etc • Analysis of detailed requirements and documentation • Programming and implementing solutions for business requirements • Contributor on project planning, organization, implementation • Contributor to activity definition, activity sequencing, activity resource estimating, activity duration estimating, WBS development • Contributor to risk identification, tracking, analysis • Contributor to issue management and tracking • Communications management • Effective communication among project stakeholders, • Coordinate activities with FDLE staff required to support the project • Provide assistance to FDLE staff in the preparation of procurement documents, evaluation of proposals and contract negotiations; • Provide weekly status reports to the project manager Mandatory Knowledge, Skills and Abilities: • Bachelor's Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience. • Minimum of 5 years of experience as a systems analyst on successful, enterpriselevel information technology projects; • Models and applies software engineering methods and techniques to the design, definition, development, evaluation, integration, and/or support of IT solutions. • Must have the ability to work independently or cooperatively with other software developers. • Functions as a technical consultant or researcher • Performs analysis and troubleshooting of system defects and issues. • Designs quality control and test procedures. Applies technical expertise to test system solutions. SOW 25-26-032 4 • Uses defined procedures to configure, test and debug software. Investigates, analyzes, and resolves problems on software products. • With minimal supervision from more senior resources, handles portions of the projects, including services/products/technology solution evaluation/modification, data development, analysis, first draft written communications and client interaction. • Gathers and evaluates client capabilities and needs. • Assists with services/products/technology solution architecture design and installation. • Accountable to upper management for all phases of specific projects. • Experience with meeting facilitation and documentation; • Experience in delivering the project in the agreed schedule, to the correct technical specification (i.e. defined to meet user requirements) within the approved budget and other specified criteria • Experience with: • Java 8 and higher • J2EE (Servlets, JSP, EJB, JPA/Hibernate, XML Webservice and other related technologies) • Java Frameworks like JSF, Primeface ,Wicket, Struts, Spring, etc • Oracle 11g and higher, MS SQL Server, or MySQL • Stored procedures, triggers, views, etc. • JBOSS EAP 7.0 and higher • Strong Oral and Written Communication skills • Experience with business analysis and gathering and documenting requirements - MS Projects and MS Visio • Experience creating test plans, test cases, and performance testing using software such as Silk Performer. • Source code management software, example: Git, CVS, or Subversion • Automating software build processing tool such as Ant, Maven, etc • Performance evaluation tools such as JProfiler, VisualVM, etc • Experience in integration of multiple systems or applications using Webservice and other related technologies. • Experience automating data sharing processes Preferred Knowledge Skills and Abilities: • Master's Degree in Computer Science with work experience; • Spring Framework • JMS • Unix-basic scripting and commands • MS Project • MS Visio • Hibernate 3.4.0 • Quartz Scheduler 1.7.3 and higher • SMTP SOW 25-26-032 5 • Spring Web Services 2.X • JQuery / AJAX / Javascript The Systems Analyst will report to the designated FDLE supervisor. The Systems Analyst is expected to perform the tasks and specific assignments given by the FDLE supervisor. 5. Estimated Period of Engagement Term: July 1, 2025 to June 30, 2026 Renewal: There shall be no automatic renewals of this contract. The base term will be one (1) year with a one (1) year renewal option. Renewal contracts may not include any compensation for costs associated with the renewal. Renewals shall be contingent upon FDLE Manager approval and will be subject to the availability of funds. 6. Type of Contract a. This is a labor hour contract for staff augmentation b. Contractor staff is expected to work a forty (40) hour work week. The duty hours will be set by FDLE. Work hours are from 8:00 am to 5:00 pm on a Monday through Friday standard schedule. Contractors are expected to take a minimum of thirty minutes (to a 60-minute maximum) lunch break on a daily basis. Authorization for additional time required above or below the standard schedule or for requested changes to the standard schedule must be approved by the FDLE supervisor or designee. c. On occasion it may be necessary to alter the standard work schedule due to scheduled implementations or emergency system repairs. If this becomes necessary, the contractor will be requested to work after hours or weekends and will either be compensated for the additional work hours at the current hourly rate during that work period or be allowed to adjust his/her schedule to take time off during that work period to compensate for the additional time worked. d. If the contractor desires to work less than the 40 hour work week for any reason, he/she must request in writing via e-mail to the FDLE supervisor or designee and receive preapproval. e. In the event of sickness or emergency which prevents the contractor from coming to work as scheduled or needing to leave early, the contractor must make immediate telephone contact or email contact with the FDLE supervisor or designee. 7. Ownership and Intellectual Property Rights All right, title, and interest, including copyright interests and any other intellectual property, in and to the work produced or provided by the Contractor, alone or in combination with FDLE and/or its employees, under this contract shall be the property of FDLE. Contractor agrees that any contribution by the Contractor or its employees to the creation of such works, including all copyright interest therein, shall be considered works made for hire by the Contractor for FDLE and that such works shall, upon their creation, be owned exclusively by FDLE. To the extent that any such works may not be considered works made for hire for FDLE under applicable law, Contractor agrees to assign and, upon their creation, automatically assigns to FDLE the SOW 25-26-032 6 ownership of such works, including copyright interests and any other intellectual property therein, without the necessity of any further consideration. 8. Oversight and Reporting a. Contract staff shall submit timesheets and activity reports to the FDLE supervisor biweekly or monthly, depending on the Contractors billing schedule. Timesheets and activity reports will be reviewed by the FDLE supervisor. b. Timesheets may be in a format specified by the Contractor. c. Activity reports shall be in a format specified by FDLE. d. By signing a contractor's time sheet, the FDLE supervisor is attesting to the fact that they have reviewed the contract staff's activity report and recommend payment for the hours worked / performance during the billing period. e. In the event the FDLE supervisor finds the contract staff's performance to be deficient in any material respect, FDLE shall notify the Contractor in writing, stating the reasons and providing any documentation supporting this finding. If the deficiency is not remedied by the Contractor to FDLE's satisfaction within five (5) business days after receipt of written notice, FDLE shall apply financial consequences which include withholding payments or tendering partial payments until the deficiency is remedied. FDLE shall also have the right to terminate the contract without further notice, and with no further obligation to the Contractor. f. This statement of work is issued under the terms and conditions of State Term Contract 80101507-23-STC-ITSA (IT Staff Augmentation Services). b. Contract staff shall comply with all FDLE policies and standards of member of conduct. c. Contract staff will be issued and must display an FDLE building security identification/access card (with photograph) while working within the HQ facility, other regions or field offices at all times. d. Contract staff must use the FDLE building security identification/access card readers when entering and exiting the building. e. Recommended candidates shall be required to submit to, and successfully pass, an appropriate security background investigation to include at a minimum a criminal record SOW 25-26-032 7 check, drug screen, and credit history check prior to being allowed to perform the services set forth in this statement of work and/or allowed access to any of the FDLE's facilities to perform the tasks and services as set forth in this statement of work. f. Criminal history record information and related data, by its very nature, is sensitive and has the potential for great harm if misused. Contract staff who have access to criminal history record information and related data shall comply with the Criminal Justice Information Services (CJIS) Security Policy published by the U.S. Department of Justice, Federal Bureau of Investigations (FBI) and Title 28, Code of Federal Regulations, Part 20, and agree to be bound by their provisions. Misuse of criminal history record information and related data may result in suspension, loss of employment, and prosecution for state and federal crimes. g. FDLE will provide office space and equipment at its Tallahassee headquarters complex. Unless prior written approval is given by the FDLE supervisor, contract staff shall not use personal or company-owned equipment or software to perform work specified in this statement of work. h. No FDLE employee, or any FDLE contractor or any other person authorized to act on behalf of the FDLE, including volunteers shall have or hold any employment or contractual relationship with any business entity or any agency which is subject to the regulation of, or is doing business with, FDLE. i. Any contractor who is also employed outside of FDLE or has ownership in a company at the time they are hired is considered to be engaged in dual employment and will, within 10 working days of their start date, obtain a Dual Employment Authorization Request (Non-Law Enforcement Work) Form from the FDLE corporate website, complete it and submit it to their immediate supervisor. 10. Submission of Proposal: a. The vendor must provide a statement in their response that the selected contractor will be responsible for performing the work required in the FDLE statement of work. b. Resumes of proposed candidate(s) must be submitted with the proposal; the consultants name should be in the header of each page of their resume. In addition, each candidate must be submitted with 3 client references for comparable IT projects. FDLE will accept a maximum of 2 candidates per vendor. c. Cost of services per hour must be submitted for each candidate proposed on company letterhead and must be effective for at least 90 days. d. Pre-screening reference checks on all candidates submitted is required. e. FDLE will not accept candidates that have non-compete clauses for the State of Florida. Furthermore, unless written authorization has been provided in advance by the Staff Augmentation Vendor, the selected Contractor shall not attempt to be recruited, hired, or otherwise contracted with any other Staff Augmentation Vendor for the duration of the SOW 25-26-032 8 relevant Statement of Work (SOW). The term attempt to recruit excludes (i) any broadbased effort to attract applicants if not specifically designed to attract based on a current SOW and (ii) any unsolicited inquiries made or applications submitted by a Staff Augmentation contractor that is not at the instigation of any other Staff Augmentation Vendor. f. Interview Expectations If selected for interview, applicants will be expected to adhere to the following procedures. • Must show the interview room with your camera to the hiring team before the interview begins. • Must only use the microphone and speakers of the computer.
