Manages complex research projects impacting technologies, processes, policies, specifications, and materials. Work involves coordination of the project from initial concept through implementation, including monitoring the progress, scope, and schedule of projects; communicating with project monitoring committee members, academic researchers, project stakeholders, management, and other relevant parties and working with relevant TxDOT offices to ensure successful implementation of project deliverables into TxDOT's business operations. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties:
  • Represents the Department and participates on interagency groups, technical committees or special task force groups.
  • Conducts program or project analyses and develops and recommends solutions/methods to increase productivity/efficiency and/or streamline operations.
  • Develops contract requirements or specifications in support of research projects.
  • Implements and manages project changes and interventions to achieve project goals.
  • Leads the development, planning, and implementation of projects and facilitates the definition of project scope, goals and deliverables.
  • Performs site visits to provide assistance or in support of various research project management issues.
  • Prepares and presents reports or other information defining project progress, risks, problems, and solutions to executives, departmental staff and at public/professional meetings, seminars, and conferences.
  • Provides direction and support to project team.
  • Provides guidance to staff/field in the development of new research projects or programs as necessary.
  • Serves as point of contact and/or liaison for research projects with other departmental staff, governmental entities and/or the public.
Minimum Qualifications: Education:
  • Bachelor's Degree in a related discipline
Experience:
  • 6 YEARS project management, research and development (Experience can be satisfied by fulltime or prorated part time equivalent) Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis.
Other Conditions
  • While not required, a PE License, PMP Certification, Six Sigma Black Belt Certification, or CTCM Certification is encouraged.
Competencies: Extensive knowledge of
  • Research techniques and methodologies
  • Program/project planning, development, and management methodologies for engineering and research projects.
Considerable knowledge of
  • Contract development and oversight
Physical Requirements:
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
