Diocese of Tucson Job Description Job Title: Safe Environment Manager Status: Full time Exemption Status: Exempt Salary Grade: 29 Department/Location: Department of Child, Adolescent, and Adult Protection, (OCAAP) - Diocese of Tucson Pastoral Center, Tucson, AZ Primary Function: Under the direction of Bishop and the Sexual Misconduct Review Board of the Diocese of Tucson and the administrative direction of the Human Resources Director, the Safe Environment Manager of the Department of Child, Adolescent, and Adult Protection, (OCAAP), is responsible for ensuring compliance by the Diocese of Tucson and every organization associated with the Diocese and all their employees and volunteers with every aspect of the Guidelines for the Prevention of and Response to Sexual Misconduct (hereafter, Guidelines). The Manager is also responsible for developing, coordinating, facilitating, managing, organizing, and implementing the necessary controls and measurements for an effective safe environment compliance-monitoring program. (Eph. 4:1) Essential Duties and Responsibilities:
  • Recognize and support the unique Catholic Mission of the Diocese by speaking, acting, and instructing consistent with the teachings of the Roman Catholic Church. The employee may not espouse, in word or deed, any doctrine inconsistent with the teachings of the Roman Catholic Church.
  • Give evidence of living Gospel values by being an active member of a faith community and being open to the importance of a personal faith journey; strive to model the teaching of Jesus by attitude and example.
  • Develop, coordinate, facilitate, manage, organize, implement, and perform with effectiveness, timeliness, accuracy, and attention to detail, the activities of OCAAP and the Guidelines within the framework of Catholic Doctrine and Catholic Principles of morality.
  • Implement the controls and measurements of an effective compliance-monitoring program.
  • Show initiative in fulfilling responsibilities; especially by proactively monitoring compliance by parishes, schools, diocesan offices independent Catholic ministries and other entities associated with the Diocese with all applicable Safe Environment related policies, practices, and procedures and by proactively identifying risks to the well-being of children, adolescents and vulnerable adults.
  • Work collaboratively in a positive, friendly, and professional manner with all members of the Diocesan staff as well as Pastors, Priests, Principals, Board Leadership and support personnel.
  • Exercise balanced and prudent judgment in the application and interpretation of all elements and mandates of the guidelines.
  • Consult with entities served on all aspects of initiating and maintaining the Safe Environment Program in accord with diocesan standards.
  • Manage the Compliance Plan process including analyzing and maintaining detailed safe environment compliance plans for parishes, schools, and other entities.
  • Collaborates with Human Resources in maintaining the integrity of the screening process.
  • Train and educate Priests, Deacons, Compliance Officers, Parish/School personnel and volunteers in all entities served.
  • Develop resources and trainings to provide support in the implementation and use of Standard Operating Procedures (SOPS) to enhance supervision and recognition and maintenance of healthy boundaries in pastoral ministry and service.
  • Respond effectively and immediately to any allegation of child abuse or sexual misconduct in conformity with civil law and the guidelines.
  • Maintain physical records and electronic reports of all mandatory reporting, investigations and outcomes.
  • Manage Safe Environment program compliance for Priests and Deacons.
  • Maintain professional, technical and working knowledge of relevant issues, laws, and regulations by attending educational workshops; reviews of professional publications; networking, benchmarking of state-of-the-art practices; and participation in professional organizations.
  • Carry out all responsibilities with balance, empathy, sensitivity and patience.
  • Maintain confidentiality of information at all times; respect the privacy of all involved with the Diocese of Tucson Safe Environment Program.
  • Manage OCAAP personnel in accordance with applicable employment related laws and diocesan personnel policies, practices and procedures.
  • Perform other duties as assigned.
Physical/Mental Requirements: Requires coordination and manual dexterity, normal mental and visual ability; ability to lift as required in a normal office environment. Required Activities: Walking; sitting; standing; stooping; reaching; talking; handling; hearing; carrying; and keyboarding. Basic Qualifications:
  • A working knowledge of, and a strong commitment to the mission of fostering lay leadership in the Catholic Church; must also be a practicing Roman Catholic in full communion with the Church.
  • Excellent communication skills including written, verbal, and public speaking and presentation skills.
  • Excellent human relations, and interpersonal skills, must be a self-starter and be well organized and a team player.
  • Be able to travel and be available for evening and weekend work necessary; have reliable transportation.
  • Be able to manage multiple tasks simultaneously.
  • Proficiency in the use of computer technology including word processing and the use of excel and related technology; ability to maintain confidentiality.
  • Flexibility in assessing needs and strategies and adapt appropriately in a ministerial environment.
  • The ability to successfully complete a criminal history and background check.
  • Professional bearing and clean and neat personal appearance
Education and Experience:
  • A Bachelor's Degree in business or public administration or a related field from an accredited institution.
  • A minimum of five years' experience in a high activity environment managing complex programs.
  • Demonstrated success in the management of personnel including volunteers.
Other Skills and Abilities:
  • Proficiency in Spanish is preferred
