Position Type: Administration/Human Resources Generalist Date Posted: 4/15/2025 Location: Clarendon County School District Date Available: 07/01/2025 JOB TITLE: Human Resources Specialist I FLSA Status: Non-Exempt Pay Grade: Negotiated Work Days of Work: 240 GENERAL STATEMENT OF JOB The Human Resources Specialist I performs professional duties in proactively enhancing an effective human resources program. Areas of responsibility may include recruitment planning, performance management, employee relations, certification and licensure administration, annual staffing, and other generalist duties as assigned. Reports to the Director of Human Resources. ESSENTIAL DUTIES AND RESPONSIBILITIES Administers various human resources plans and procedures; assists in development and implementation of District policies and procedures; participates in developing department goals, objectives, and systems. Administers the District performance-based evaluation process and revises, as necessary. Maintains records, reports, and logs to conform to Equal Employment Opportunities regulations. Participates in administrative trainings and meetings, staff meetings, District goal teams and committees, seminars, conferences, etc. Prepares and distributes reports for District, Federal and State agencies, and other agencies or District administrators, as requested. Receives and responds to emails, written correspondence and telephone inquiries regarding Board policies, District practices and Human Resources-related items. Responsible for aspects of recruiting and new hire processing. Works collaboratively to develop short and long-term recruitment and retention strategies to achieve required instructional, non-instructional and administrative staffing levels. Develops and maintains professional relationships with college, university and community college placement offices, teacher preparation program leadership and various agencies that assist in providing applicants to the schools. Designs and directs high-impact hiring process and procedures focused on quality and excellence in education. Ensures compliance with legal requirements related to hiring and certification. Refines processes, procedures and programs related to employee transfers, promotional and placements. Designs and implements diversity initiatives integrated into the recruiting process. Creates appropriate job descriptions and assists in redefining job descriptions, as needed. Communicates in various ways and forms to applicants, employees, supervisors, agencies, and universities. This includes initiating and engaging in conversations with individuals that have limited knowledge of the district. Willing to travel and stay overnight in another location for recruitment fairs, meetings, and college and university visits on a regular basis. The travel will include both in state and out of state engagements. Participates in a variety of cross-functional meetings (e.g., workshops, inter and intra-district committees, community and public agencies, seminars, conferences, etc.) for conveying and gathering information regarding a wide variety of subjects required to carry out administrative responsibilities and supporting the strategic plan and other district initiatives. Prepares a wide variety of often complex materials (e.g., plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting recruitment activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions. Communicates with employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, recruitment, and anticipated staffing needs. Coordinates recruiting, selection and employment process (e.g., advertising, related social media, processing applications, and preparing screening criteria) for the purpose of meeting district staffing requirements while complying with established guidelines. Develops and manages collateral recruiting materials, including related information on the District's website. Develops a wide variety of written materials in both manual and electronic formats (job advertisements, brochures, pamphlets, etc.) for the purpose of documenting activities, promoting Clarendon School District Two Schools to interested parties. Maintains manual and electronic documents, files and records (e.g., vacancy listings, job descriptions, applicant tracking, etc.) for the purpose of providing accurate information in compliance with established guidelines. Participates in and initiates meetings that involve a range of issues as needed and/or assigned (e.g. state meetings, colleges/universities strategy/focus meetings, regulatory requirements, inter-department needs, etc.) for the purpose of developing recommendations and/or supporting other staff. Presents information on a variety of topics (e.g., recruitment, affirmative action, employment, hiring, etc.) for the purpose of conveying information and/or making recommendations regarding district services. Determines staffing needs by collecting and analyzing employee demographic as well as local, state and national labor market data. Monitors a wide variety of programs, including but not limited to recruiting, student teachers/interns, license renewal, for the purpose of ensuring district compliance with established guidelines. Monitors recruitment budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed. Oversees the orientation and onboarding process for all employees. Handles employee exit interviews and the unemployment process. Responsible for event and activity coordination. Responsible for responding to all inquiries but not limited to: employee relations concerns, FMLA, FLSA, Title VII, ADA, policies, and workers compensation questions. Ensure compliance with employment laws / state codes. Represents Clarendon School District Two at unemployment hearings. This responsibility includes preparing to defend the District's position, understanding the laws pertaining to unemployment compensation and presenting the total unemployment case to include witness testimony. Responsible for monitoring and analyzing and recommending solutions to complex problems. Maintains a strong communication program for employees to include field visits, information disbursement and effective presentations. Conducts human resource related analyses and research and prepare related reports. Provides general assistance to the Assistant Superintendent of Administration and Personnel. Develops graphic presentations utilizing CSI, SCLead, CPS, PCS, PowerPoint and other appropriate software technology. Performs computer functions on computer applications for development of meaningful spreadsheets, data analysis culminating in data driven recommendations. Responsible for the administration of certification and licensure and administrative aspects of the annual staffing process. Performs other duties as required. MINIMUM TRAINING AND EXPERIENCE Any combination of education and experience equivalent to graduation from an accredited college or university. A Bachelor's degree in a related area is preferred. Expert knowledge of personal computers and applications related to spreadsheets, word processing, database management and analysis. JOB REQUIREMENTS Knowledge: Comprehensive knowledge of HR practices and employment laws, procedures, and general computer skills; thorough knowledge of departmental functions, organization and policies; comprehensive knowledge of business English and spelling; ability to establish harmonious working relationships with others; ability to work under pressure; ability to organize and perform work independently; ability to deal effectively with other employees and the general public. Skill/Effort: Ability to understand and apply District policies and procedures. Capable of communicating effectively and in a courteous manner with others, including District employees and their families. Possesses advanced organization, mathematical, clerical, written and verbal communication, and computer skills. Familiar with the necessary applications, forms, and reports to be completed and processed and able to do so in an accurate and timely manner. Ability to keep abreast of changing laws and procedures related to the specific duties of the job. Ability to use independent judgment and discretion in dealing with confidential information and documents. Capable of working under stressful conditions that require the meeting of tight deadlines. Proficient with Microsoft Office applications including Word and Excel. Additional Physical, Cognitive, and Other Requirements: Duties involve sedentary work that includes some standing or walking. Must be able to talk, read and hear, and effectively perceive and exchange information in a variety of oral, written and/or printed formats. Must be able to record and exchange data, and follow or deliver detailed verbal or written instructions. Duties require the ability to prepare various records and reports and enter data in correct form, including proper spelling, punctuation, and grammar. Must be able to compare and analyze information in numeric or symbolic form, and appropriately process color, depth and spatial relationships. Must have sufficient hand, eye and foot coordination to use or operate standard office equipment, items, and supplies. Duties of the job require routine keyboard operations and the frequent use of a computer monitor and related equipment. Duties may involve the pushing, pulling and/or lifting of items weighing up to 25 pounds and the exertion of up to 10 pounds of force on a recurring basis. Working Conditions: Conducts duties in an office environment with limited exposure to environmental conditions. Physical demands are restricted to office work requiring the lifting/moving of items weighing up to 25 pounds. Routine local travel required; occasional overnight travel required. Requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines. Responsibility: Indirect budgetary and supervisory responsibilities.
