Job Summary Under the direction of the IT Manager I in the Digital Services & Innovation Unit, the IT Specialist I - Digital Solutions Specialist is responsible for supporting the design, development, testing, and deployment of digital solutions that improve service delivery, streamline workflows, and enhance user experience. This role plays a key part in researching emerging technologies, configuring platforms, and collaborating with cross-functional teams to pilot innovative tools. The incumbent will help ensure Cal OES's digital services are accessible, secure, and aligned with agency goals. The Digital Services Solution Specialist supports the implementation and enhancement of digital platforms across Cal OES by gathering user requirements, configuring cloud-based systems, and assisting in testing and deployment efforts. This includes supporting low-code/no-code solutions, customizing workflows, and ensuring the tools meet functional needs across business units. The role is essential in helping transition legacy systems like Lotus Notes to modern, user-friendly, and scalable platforms. The ITS I collaborates with the Digital Services team and stakeholders to develop rapid prototype or proof of concept (POC's) for pilot projects/solutions, document feedback, and support agile delivery practices. The incumbent contributes to user training, develop basic documentation, and support Tier 2 troubleshooting to ensure smooth adoption of new tools. Additionally, the specialist assists with data integration, dashboard creation, and analytics to support decision-making across the organization. They help ensure that digital tools are secure, accessible, and compliant with state policies and contribute to enterprise-wide system improvements by working closely with technical teams, legal, HR, and program stakeholders. This role is ideal for a detail-oriented problem solver with a passion for user-centered design and public service innovation. Working Conditions In Office - This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position. Salary - Please note that this salary does not account for any projected pay increases (if applicable).   • 1-3 years of experience supporting digital solution implementation, platform configuration, or application support in a public sector, emergency management, or large-scale enterprise environment.
  • Familiarity with cloud-based SaaS platforms (e.g., Workday, ServiceNow, GIS systems) and low-code/no-code development tools.
  • Basic understanding of Agile methodology, DevOps principles, and data reporting/analytics concepts.
Technical & Analytical Skills
  • Experience with platform configuration (forms, workflows, dashboards) and integration via APIs or middleware.
  • Proficient in writing clear functional specifications, test cases, and user guides.
  • Working knowledge of relational databases (SQL) and data visualization tools (Power BI, Tableau, or equivalent).
  • Familiarity with version control (e.g., Git) and basic scripting (JavaScript, Python, or similar) is preferred.
  • Commitment to user-centered design, accessibility (WCAG standards), and continuous improvement.
  • Adaptability to shifting priorities in a fast-paced, mission-critical environment.
Soft Skills and Abilities
