Applications must be received by August 24th Examples Of DutiesUnder limited supervision, the Human Resources Generalist provides Human Resources services to all City staff including recruitment, onboarding, and personnel support. The role ensures compliance with employment laws and policies and collaborates with departments to promote positive employee experience.The HR Generalist will be assigned a primary department portfolio while also supporting additional departments as required.Supervisory Responsibilities
Essential Duties
- Coordinates full-cycle recruitment for assigned departments, including posting positions, screening candidates, conducting interviews, managing pre-employment processes, and drafting offer letters.
- Conducts onboarding for new employees, including policy education, entering new hire data into HRIS and other systems, creating ID badges, and working with IT to coordinate system access.
- Manages electronic personnel, benefits, and medical file systems in accordance with compliance and legal standards.
- Assists the Director of Human Resources with various core HR functions including employee relations, performance management & disciplinary actions, HR investigations, training, and compensation.
- Ensures compliance with local, state, and federal employment laws, rules, and regulations; supports and provides guidance to managers and employees in these areas and other HR policies.
- Prepares and distributes monthly, quarterly, and annual HR reports as requested by Director of HR.
- Travels to City locations to conduct interviews, meetings, and related HR activities.
- Assist in workforce planning and development for assigned departments or as requested by the Director.
- Assist department managers with updating job descriptions that accurately reflect essential duties, responsibilities and requirements.
- Collaborate with HR team members to develop and implement strategies for employee engagement and retention.

Key Responsibilities
- Provides first level responses to employee benefit questions. Refers items requiring additional assistance and more complex issues to the Benefit Coordinator.
- Assists the Benefit Coordinator with open enrollment and benefit administration tasks as requested.
- Coordinates with Finance to respond to employee compensation inquiries.
- Prepares and disseminates Human Resources analytics and data reports as requested.
- Build positive relationships with all City employees to foster trust and engagement.
- Serves as Human Resource representative on various employee committees.
- Manages additional projects and assignments as directed by the Director of Human Resources.
- Communicate effectively with employees and the public to address inquiries and provide information; respond to FOIA and employment verification requests
- Perform other duties as required.
Minimum Qualifications Minimum Qualifications
- Bachelor's degree in human resources, Business Administration, or a closely related field.
- Four or more years of professional experience in Human Resources.
- An equivalent combination of education and experience may be considered.
- Ability to pass advanced background screening and CJIS testing (required annually).
- Valid driver's license.
Required Skills/Abilities
- Knowledge of employment laws and HR best practices, including ADA, EEO, and FMLA.
- Exceptional interpersonal, organizational, and communication skills; both electronic and verbal.
- Proficiency with HRIS systems and Office 365.
- Ability to establish and maintain effective working relationships with staff, departments, external partners, and the public.
- Ability to manage multiple priorities in a fast pace, deadline-driven environment.
- Working proficiency in English required to fulfill job duties and understand policies.
Preferred Qualifications
- Professional HR certifications (e.g., SHRM-CP, PHR).
- Experience working in the public sector or municipal government HR.
- Familiarity with government HRIS systems and recruitment platforms.
