The purpose of this classification is to manage operations involved in providing jurors to County courts and ensuring the effective and efficient functioning of the jury system in compliance with local, state and federal laws, rules, and regulations.Essential Functions:The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.Supervises, directs, and evaluates assigned jury division staff; develops and oversees employee work schedules to ensure adequate coverage and control; processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; assists with complex difficult situations and provides technical expertise; trains staff in operations, policies, and procedures; and conducts staff meetings and training.Oversees daily operations and procedures to summon, defer, excuse, and call-in individuals for jury duty; oversees operation of jury management software and online juror questionnaire; participates in upgrades to jury system; investigates and resolves questions, issues, and technical problems related to the jury system and jury service; consults with vendor(s); and assists information technology personnel with upgrades, modifications, and technical problems.Monitors number of available jurors and coordinates with court schedules to ensure appropriate number of jurors to call daily; supervises preparation and mailing of juror summons; answers questions and provides information regarding deferral procedures, medical excusals/exemptions, filling out nonresident forms, age exemptions, and other issues; and oversees research on returned summonses and delinquent notices.Conducts juror orientations; gathers and distributes juror information; instructs jurors regarding courtroom schedules and set-up, court procedures and expectation, and the reason for summons; shows instructional video; informs courtroom when jurors are ready; sends jurors to assigned courtroom when instructed and in the order requested; distributes certificates of service; and processes payments to jurors for their service.Maintains, evaluates and documents statistics regarding jury system; maintains statistical data on various aspects of jury system; evaluates sufficiency of juror yield; provides courts with statistics regarding jury trials, jury usage and juror expenses; and prepares/compiles technical, analytical, and juror issue reports.Performs related duties; represents jury division in meeting and hearings; attends meetings as directed; participates in focus groups; coordinates with donors and public library to arrange for reading materials for jurors; works with local restaurants to provide discounts to jurors; and testifies in court as to juror issues, statements, and actions as needed.Minimum Qualifications: Bachelor's Degree in Business Administration, Public Administration, Law, or a related field required; five years of progressively responsible experience in managing court programs, providing jury services, or related field, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver'slicense; and must possess and maintain Notary Public certification.
