The Facilities Manager is a mission-driven affordable housing professional of the highest integrity who promotes leadership in all Building Compliance Initiatives. The Facilities Manager must have a high level of experience working on Section 8 projects in New York City, including a detailed understanding of New York City's Housing Quality Standard (HQS), New York City housing code, local laws related to mold and lead, and navigating NYCHA's portal and other guidelines applied to Section 8 housing by City, State, and Federal regulators. They must represent the company in its relations with regulating bodies and funders, reflecting the company's affordable housing mission while remaining focused on driving the project's sources of revenue and limiting expenditures.

Responsibilities:

  • Manage the site-level violations (building compliance) and relocation team.
  • Oversee the project's compliance with local laws and regulations as well as the removal of violations utilizing the site-level team and expeditors.
  • Oversight of all major capital projects.
  • Manage the contract procurement process, level bids, review, and make suggestions on the scope of work.
  • Perform periodic site visits to buildings and apartments.
  • Lead the site team responsible for closing Housing Quality Standard (HQS) violations and ensure that correction forms (Form NE-2) are being filed with the housing authority.
  • Work with the development team and 3rd party logistics teams in managing the logistics associated with tenant relocations and right-sizing units.
  • Aggregate and quantify data associated with building compliance such as local laws, HQS violations, and relocations. Assist with the right-size process and report to owners and stakeholders.
  • Collaborate regularly with General Manager and Superintendent as well as other admin staff.
  • Attend or chair meetings related to work done in the facilities department, report to owners and stakeholders.
  • Manage violation-specific tracking and reporting including preparing and/or overseeing the preparation of violation tracking reports to be sent to the housing authority asset management team.
  • Prepare the departmental budget and review monthly financial reports for compliance with budget.
  • Perform other related duties as assigned.
  • Required Skills/Abilities:

  • Excellent verbal communication skills.
  • Intermediate or higher Excel and reporting skills.
  • Strong leadership skills with the ability to prioritize tasks and delegate when appropriate.
  • Intimate knowledge of building systems (elevators, HVAC, plumbing, building envelope), violations tasking, regulations, and compliance at the federal, state (New York), and local level (NYC).
  • Experience working with violations tracking systems and expeditors and reporting on violations.
  • Knowledge of a Work Order System, Yardi is preferred.
  • Proficient with Microsoft Office Suite.
  • Qualifications:

  • The candidate must have a minimum of a bachelor's degree or 5-7 years of experience in affordable housing.
  • Minimum 3 years' experience working with Section 8 housing programs and dealing with the removal of violations that affect tenant subsidy.
  • Experience working for or with the New York City Housing Authority (NYCHA) (not required).
  • Certification related to mold, lead, or building systems.
  • Must have excellent communication and interpersonal skills; proficient in Excel/Yardi or other real estate software.
  • Possess strong processing systems experience, analytical and problem-solving skills.
