Under the general direction of the California Justice Information Services (CJIS), Enterprise Services Bureau, Project Management & Procurement Branch (PMPB) Assistant Bureau Director, the Information Technology Manager I is responsible for managing and overseeing the Consolidated Firearms Project Section.

The incumbent performs functions as a project manager over the most complex and sensitive information technology (IT) project activities for the Consolidated Firearms Project Section, California Department of Justice (DOJ). They demonstrate leadership skills, effectively manage projects at the scale of the Consolidated Firearms Project, and play a key role in the department's implementation of the project and use of IT. The incumbent also possesses the competencies needed to train and mentor staff and project team members in complex technical areas or processes.

This role involves performing difficult or sensitive work to ensure IT project management functions are executed with clear accountability. Decision-making involves largely undefined issues related to the project. The incumbent supervises lower-level IT staff and project support staff, directly and indirectly.

The incumbent may manage multiple projects concurrently. The project will involve delegated and non-delegated statutory, regulatory, and oversight responsibilities. It is a high-critical project essential for State operations and legislative mandates, managing changes to nearly a dozen firearms IT systems. The role includes facilitating process changes, using industry-standard methodologies for process analysis, providing leadership and motivation, and maintaining communication within various divisions and external agencies.

Desirable Qualifications: Candidates will be evaluated based on:

  • Knowledge of project management principles per PMBOK and PAL.
  • Experience with project management plans, schedules, risk, and issue analysis.
  • Managing large enterprise projects of high risk and visibility.
  • Developing and presenting technical information to stakeholders.
  • IT project portfolio management, SDLC, budget analysis, and team leadership.
  • Proficiency in MS Project, Project Online, PowerPoint, and Visio.
  • Strong communication skills.
