We are seeking a candidate with strong skills communicating between technical/non-technical teams to solve problems and deep experience developing reports in business intelligence software and other visualization software.

$94,432.00-$126,547.20Annually

This is provisional-project recruitment.

*Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.

Project positions are generally for a specific, limited duration. Projects can last for five years but may be shorter depending on the project. Newly hired incumbents in project positions do not qualify for retirement.

This position requires CA residency.

*This position is located in San Leandro CA, and is available for hybrid work.

Recipe4Health

Recipe4Health (R4H) is a nationally recognized, award winning “Food as Medicine” model that integrates food-based interventions into healthcare settings to treat, prevent, and reverse chronic conditions; to address food and nutrition insecurity; and to improve health and racial equity.

THE POSITION

The CalAIM Recipe4Health (R4H) Coordinator performs a variety of departmental support activities and functions, managing complex duties for a new California Advancing & Innovating Medi-Cal (CalAIM) Community Support services program associated with Alameda County's Recipe4Health program.

The CalAIM Recipe4Health Coordinator will coordinate and liaise with healthcare clinics, service providers, third-party payors, and County departments regarding electronic clinic referrals to Recipe4Health, authorization and denials, service utilization, invoicing and billing, and reporting. This position will be involved in monitoring daily processes from referral to claims, problem solving, and communicating with partners. This position will also develop reports and dashboards and work closely with the R4H team (Financial Services Specialist, Healthcare Program Manager). The CalAIM Recipe4Health Coordinator may also supervise support staff on a related project or day-to-day-basis.

THE IDEAL CANDIDATE

In addition to meeting the minimum requirements for this position, the ideal candidate will possess the following critical attributes:

  • Strong skills communicating between technical and non-technical teams to solve problems
  • Deep experience developing reports in business intelligence software and other visualization software
  • Experience in healthcare (clinical and back end) and has basic understanding of Medi-Cal guidelines, third-party payors, specific International Classification of Disease diagnosis codes (ICD-10-CM), and Healthcare Common Procedure Coding System codes, (HCPCS).
  • Ability to represent the department and serves as liaison with clinics, health plans, service providers, County departments and agencies in areas of mutual concern, as needed
  • Clear written and verbal communication skills, and experience managing competing priorities
  • An eye towards detail and follow through with strong project management skills
  • Duties and Responsibilities:

    Note: The following are duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Perform research activities with the use of HIPAA compliant processes as needed to communicate and coordinate with partners (clinics, health plan, service providers) and R4H team to problem solve and correct any disruptions to the following activities from referral to claims:
  • Perform research activities that will allow the verification that all required data elements are included in various files (i.e., patient referral insurance coverage information, ICD10 diagnosis codes are attached to referrals, HCSPCS codes are attached).
  • Provides up to date reports and data on list of referred patients on a daily, weekly, and monthly basis
  • Oversees the tracking of service units from service providers to ensure that the R4H program has full and up to date visibility into services provided
  • Continually develop, maintain, and monitor a reporting structure workflows and processes that ensures payment submissions and claims to third-party payors
  • Be the subject matter expert to help monitor and ensure the data flow request process and business systems from end to end are within operational processes:
  • Interact with the customer to collect business requirements
  • Bridge communication between technical and non-technical teams
  • Developing reports/dashboards using Power BI or other applications
  • Acts as liaison for team/department as needed in internal or external meetings particularly on areas involving data, dashboards, and reports
  • Develop recommendations for workflow and quality improvement and help anticipate and troubleshoot problems areas that arise
  • MINIMUM QUALIFICATIONS

    EDUCATION:

    Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work;

    AND,

    EXPERIENCE:

    Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies, preferably in a public agency setting.

    (Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)
