Education and Experience: Bachelor's Degree or higher in Accounting, Business, Public Administration, Finance, or a related field, including a concentration of 18 credit hours in accounting, and five (5) years of professional accounting or financial management experience, including two (2) years of supervisory experience.

Licenses and Certificates: None.

Under direction, manage the coordination of professional accounting services through professional subordinates for a broad scope program.

Plan, organize, implement, direct, and review functions performed by financial services staff to account for revenues, expenses, or assets of City departments or Citywide functions. Responsibilities include overseeing fiscal administration, internal controls such as collections, inventory management, investment activities, financial reporting, trend analysis, fee development, budget consolidation, cash flow monitoring, billing, payroll, and personnel records. Conduct annual external audits and prepare the Comprehensive Annual Financial Report. Troubleshoot non-routine transactions, analyze daily system batches, and ensure correct posting to the general ledger. Study the impact of fiscal, regulatory, and accounting changes, assess risks, and advise management. Establish goals, assess progress, and recommend improvements to service delivery, processes, security, and compliance with audit and statutory requirements.

Represent the organization by attending meetings, conferences, and interacting with officials, department directors, and the public. Advise city officials and executives on issues, deviations, and solutions.

Supervise assigned staff by assigning, scheduling, guiding, monitoring work, appraising performance, providing training, counseling, and resolving conflicts. Manage hiring, discipline, and personnel regulations.
