The Department of Social Services Accountability Office (DSS-AO) supports the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS), and Department of Homeless Services (DHS).

DSS-AO manages the Office of Audit Services (OAS), Office of Quality Assurance (OQA), Office of Accountability Strategies (OAS), Compliance and Contract Monitoring (CCM), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM), and the Accountability Initiative and Change Monitoring (AICM).

The Office of Data Analytics and Verification within Accountability Strategies is responsible for policies related to IT systems, data analytics, and reporting for DSS-AO. It manages five units: Data Analytics, Data Reporting, Triage Unit, Investigation & Administrative Unit (IARU), and Information Systems Technology (IST).

The Office of Data Analytics & Verification is recruiting for one Administrative Staff Analyst NM III to serve as an Executive Director, Data Analytics & Verification. The role involves:

  • Managing and overseeing the office's operations, including analysis, design, and support of software/applications related to data mining, analytics, reporting, and systems used for fraud investigation and revenue collection.
  • Designing and implementing processes to evaluate claims for skimming reimbursement with high accuracy and efficiency, saving significant staff hours and ensuring correct processing of over 80,000 claims.
  • Planning, setting policies, and prioritizing key projects and system development to meet agency goals.
  • Leading senior staff in managing large-scale IT systems, application projects, and database administration.
  • Assessing and recommending analytical tools and methods that support DSS-AO and other agency operations, including data sharing and quality initiatives.
  • Designing, operating, and monitoring analytics processes to identify clients for various programs, monitor eligibility, and identify potential savings, including Medicaid cost reductions.
  • Overseeing development and documentation of confidential systems, and managing data modeling, predictive analytics, and geospatial analytics.
  • Developing strategies for system enhancements, automation, and cost-effective technology solutions.
  • Creating metrics, reports, and procedures to support program areas and external reporting.
  • Ensuring data quality and system reliability, including data classification and remediation.
  • Collaborating with program executives and internal/external partners to prioritize and execute projects.
  • Providing expert guidance on data quality and reporting to senior agency leadership.

Hours/Shift: Monday to Friday, 9 am - 5 pm

Work location: 375 Pearl Street

Minimum Qualifications

1. A master's degree in relevant fields with two years of professional experience in areas such as budget administration, management analysis, personnel, or social services, including 18 months in a supervisory role; OR

2. A baccalaureate degree with four years of relevant professional experience, including 18 months in a supervisory role.

Preferred Skills

  • Extensive experience supporting HRA programs and working with NYS data systems.
  • Experience with big data tools like Excel, SQL, R, Python, and GIS.
  • Experience with fraud investigations and designing data analytics processes from scratch.
  • Background in project management.
